STATE QUESTIONS SUBMITTED TO THE PEOPLE. UNDER THE INITIATIVE AND REFERENDUM, SINCE STATEHOOD Article ¥, Sections 1-4 of the Constitution pertain to the legislative authority of the State, tncuding the initiative and referendum powers. Eight per cent of the elec-torate may Initiate a law and fifteen per cent may initiate an amendment to the Con- Btttution. Five per cent of the electorate may initiate a referendum on an enactment of the Legislature, or the Legislature may order the referendum bT Jotnt resolution. The Legislature may propose an amendment to the Constitution under the provisions of Article XXIV, Section 1. The vote on all proposed Constitutional amendment~ or referendum measures shall be held at the next general election unless a spectal election is ordered by the Gover-nor or the Legislature. See Simpson v. Hill, 128 Okla. 269, 263 P. 635 (1928) and State ex rel. Willlamson v. Carter, 177 Okla. 382, 59 P. 2d 948 (1936). A Constitutional amendment must receive a majority of the votes cast at a general election in order to become effective, b~t if the vote is taken at a special election a majority for the measure is sufficient to adopt. Referendum measures require only a majority vote in favor of the act at either a general or special election.
