The Chairman opened the meeting, in.roduced visitors, ~.d introduced Mr. H. Glen Francis, Hho has assumed the duties formerly held by Mr. Leonard White as Commissioner from Arkansas. The minutes of the 32nd meeting were approved without change. The Chairman then gave a brief summary of the current status of work and the future work of the Commis~ion. He pointed out that the Red River Basin had been divided into nine separate areas or reaches' in an attempt to get an agreement between states on individual ?arts, so that a summation of these parts would constitute agreemen. ce. the entire basin. He further pointed out the necessary coordination by the Bureau of the Budget af-ter develo?ment of a "firm" draft 00: 'the Compact and the remaining step'" includin;:; r;;-tification by sta1:e legislatures and by the Congress. Proposal discussed 25 January 1965. "Oklahoma and Texas a.::ch shall have the right 1:0 divert, impound and use waters from the boundary reach of the Red River upstream from Lake Texoma in equal amoun.s, provided that the development in both states does not have to proceed simultaneously. "Oklahoma and Texas through their respective appropriate agencies or subdivisions may construct jointly, or cooperate wit:1 any agency or instrumentality of the United States in the construction of works on the boundary reach for the development, conservation, and utilization for all beneficial purposes of the waters of the Red River.
