The 37th Meeting of the Red River C~act Commission was held in
the Southland Hotel, Dallas, Texas, on 15 September 1966, beginning at
10:00 A.M. Attached as Inclosure 1 is a list of those present.
It was announced at the meeting that Mr. Guy James had passed away
on 8 September, with services being held on 12 September. The Commissioners
directed that the minutes of this meeting reflect the great sorrow of the
people of the Commission on the loss of Mr. James, who was so dedicated to
his work on water resources development. It was also directed that the
Federal Representative send a letter to Mrs. James on behalf of the
Commission.
The minutes of the 36th Meeting were approved without change.
Mr. Belanger, Chairman of the Legal Advisory Committee, reported that
he had been visited by Mr. Kiechel, Department of Justice, to discuss the
Compact draft of February 1966. Mr. Belanger reviewed the discussion with
Mr. Kiechel and reported that in a meeting on 14 September 1966 the Legal
Advisory Committee had agreed to a number of minor changes in addition to
those agreed upon in April and May 1966 .. He stated that Mr. Kiechel felt
that paragraph Blb on page 36 of the Compact draft should be deleted, but
that the States desired that it be retained at least for the present.
Mr. Ivan Stout reported for the Engineering Advisory Committee, stating
that its report was under P\Di\~~\t!I~J~ \\}i'
