MINUTES OF THE 40TH MEETING
RED RIVER COMPACT COMMISSION

Tbe 40th Meeting of the Red River Compact Commission was convened
by the Chairman, Major General MacDonnell, at 9 a.m., 14 September
~967, in the Captain Shreve Hotel, Shreveport, L0..u ..isiana. Attached as - Inclosure 1 is the list of those present.
The Chairman opened the meeting by introducing ea·ch of those in
attendance. He expressed regrets that Messrs. Watts, of Louisiana,
and Keith; of Oklahoma, were unable to attend the meeting, and he
welcomed·Messrs. Cresap and Lang, who were representing the two absent
Commissioners.
The Minutes of the 39th Meeting were approved with the following
changes:
On page 3, the first sentence was amended to read, "They
stated that the several States were in essential agreement on all
Reaches except Reach 4, the only work remaining being minor language
changes, and Oklahoma requests some detailing of the agreement on
Reach 1."
On page 3, the sentence in the first complete paragraph which
begins "In reply to a request of the Louisiana Commissioner" and ends
" continue to study the problem in southeast Arkansas" was deleted
in its entirety and the following substituted therefor: "In reply to
request of the Louisiana Commissioner for an alternate proposal, the
Arkansas representatives stated that they had made a counterproposal
that was apparently not acceptable to Louisiana and that they would
