The 45th meeting of the Red River Compact Commission was convened at
9 a.m., 15 September 1972, in the Adolphus Hotel, Dallas, Texas. An
attendance list is attached (Inclosure 1). General Noble welcomed
Nr. John P ~ Saxton, of Arkansas, and ~!r. H. Deskins Wells, of Texas, as
new Commissioners replacing Mr. Keith Jackson and Mr. Ralph Elliott,
respectively. Each Commissioner then introduced the other representatives
from his State. General Noble recognized Jolr. Calvin Watts, Executive
Director of the Red River Valley Association, who was an original member
of the Compact Commission.

The Minutes of the 44th Meeting were read and approved.
Mr. Guy Keith I s letter concerning the apportionment of 1~ater in
Reach I was read (Inclosure 2). Mr. Keith further reported that work
on ideas that have been generated is continuing, and that he anticipates
that Texas and Oklahoma will soon agree on acceptable terms for the
compact in Reach I. This may require the separation of items of disagreement
"'hich will be settled in some other manner.
~1r. Alan Haws presented the results of the Engineering Advisory
Committee studies on Reach II in response to a directive by the Compact
Commission at the 16 February 1972 meeting. The purpose of this study
was to show the allocation of water for the years 1944, 1956, 1963, and
1964 w1der the terms for the compact proposed by the Engineering Advisory
