This was a special joint session of the Engineering and Legal Advisory
Committees, Red River Compact Commission. Chairman Di~on called the meeting to
order at 9:00 A.M. in the Senate Committee conference room, Oklahoma State
Capitol Building. Those in attendance were:

The Legal Advisory Committee had met the previous day for the purpose of
dealing with some legal aspects of the Compact draft, and to review proposed
Compact items furniShed br the Engineering Advisory Connni ttee. It had been
announced in the May 22nd meeting that Mr. Richard Huff had submitted his resig-nation
from the Attorney General's Office, Oklahoma. Mr. Homer Belanger was
made Chairman of the Legal Advisory Committee.
Mr. Huff made a presentation to the group, showing action that had been
-taken by the Legal group on recommendations for items to be included in the
Compact document, as prepared by the Engineering Advisory Committee.
Mr. Leonard White proposed that joint consideration be given to the pro-posals
that had been furnished by the Engineering Advisory Committee, thus con-solidating
so far as possible the thinking of the two groups.
