TO THE RED RIVER COMPACT COMMISSION

CHAIRMAN NELSON, opened the meeting and after general discussion
pointed out that the committee was to work out an amendment for
Section, Capital "C" Reach II, of the recommendation previously
made by this committee to the commission.
MR. BRYNIARSKI, suggested that this statement be made to read as
follows: "No state guarantees to maintain a low flow to the
downstream state."
ARTHUR THEIS, then pointed out that Louisiana was to receive 40%
of the entire run-off and that there were no qualifying state-ments
in this, relative to authorized diversions upstream. He
then referred to wording contained in Section B. Paragraph 5,
Sub-Section C. to back up this contention.
ROBERT WHITENTON, then stated that he did not agree with that
wording· and this was not accepted by Texas.
MR. THEIS, said that if B 5 C was then to be changed, he was not '. agreeable to Section C. Reach II.
