MINUTES OF.TWENTY-SEVENTH MEETING
RED RIVER CO~ACT COMMISSION
VICKSBURG, MISSISSIPPI

The Twenty-Seventh Meeting of the Red River Compact Commission Was
held in the Office of the Division Engineer, Lower Mississippi Valley
Division, Corps of Engineers, Vicksburg, Mississippi, on 26 September 1963
beginning at 9:00am. The following were present: .

The Chairman opened the meeting by stating that he had been appointed
by the President of the United States as Federal Representative on the
COmmission by letter dated 12 April 1963, and as first order of business,
had had the governor of each affected State designate his representative.
The Chairman reviewed his role as Federal Representative and stated that
this initial meeting of the reconstituted commission was being held to
review the status of negotiations in "a general way and to determine future
courses of action.
Mr. White explsined that prior to the last meeting of the Arkansas
Legislature, Arkansas had a separate Compact Commission. Under a
reorganization plan, the Compact Commission and other Commissions and
departments of Arkansas were consolidated into an Arkansas Soil and"
Water Conservation Commission. He introduced Mr. Kinkead, Director of
the reorganized commission. (
