1. Opening of meeting. The thirty-fourth meeting of the Red
River Compact Commission was called to order by, the Chairman, ,Major
General Ellsworth I. Davis, at 3:00 P.M., 1 April 1965, in' the'
Conference Room, Mi'ssissippi River Commission, Vicksburg, Mississippi.
2. Attendance. Members, representatives, and guests that were
present at the meeting are shown on Incl 1.
3. The followi!!g :'5 a +;Y'p.nsc~ipt of the meeting:
GENERAL DAVIS: Well, it is certainly very nice to have you
here in Vicksburg. It is a rather difficult place to get to, as most
of you appreciate, but once you get here, I think you will 'find out
it is well worthwhile.
With respect to our business at hand here, if you will
:recollect, we decided that we would hav'e Texas and Oklahoma get together
this afternoon with particular reference to heach 2 so that if there
is any possibility of arriving at something - we would try to do that
before getting ,comments from the Committee as a whole, meeting on
all of the reaches.
1m. CLARK: I might add that I have copies of t~e minutes of
:h'3' t~::rty·""'th~:rd mee-:ir.g for refe~ence, if anyvne dOb'sn 1t have one.
That will be pretty much the take-off pcin't. Mr. James, do you need
one?

MR. CLARK: ! might add that you will notice the little bug
hanging down here in the middle of the room. We are making a tape of
this meeting.
GENERAL DAVIS: Well, what we are here for t3day is to find
out if Texas and Oklahoma have been able to come to any sort of a
meeting of minds with regard to Reach 2, and if not, wherein tee lack
of agr-eement lies - the lack of information or something else which
could J:.e looked into. I thought we might start "pstream and work
down. Mr'. McK:'nney, would you start the ball rolling on this?
