STRONG EXECUTIVE DIRECTOR MARY FALLIN GOVERNOR Clean Water State Revolving Fund (CWSRF) FY 2012 Project Priority List FY 2012 Intended Use Plan Proposed Amendment I October 17, 2011 Revision of FY 2012 Project Priority List (PPL) The CWSRF FY 2012 IUP, a strategic plan outlining the program’s financial and pollution control goals and activities for FY 2012, includes as Appendix A to the PPL a list of communities that have expressed interest in participating in the program. In accordance with program regulations, the FY 2012 PPL is being amended to reflect an updated Green Project Reserve (GPR) Priority List and associated proposed additional subsidization amounts as required under the FY 2010 and FY 2011 Appropriations Provisions. In addition, three wastewater construction projects are being added to the FY 2012 PPL. These revisions and projects were proposed following the issuance of the IUP and PPL on July 1, 2011. The FY 2012 CWSRF PPL has been revised to reflect these changes (attached). Eligibility requirements for CWSRF projects are identified in Section 212 of the Federal Clean Water Act and OWRB CWSRF program administration rules. Other CWSRF loan projects anticipating funding during FY 2012 will not be adversely affected by these amendments. I. Additional Requirements: GPR and Subsidization – The OWRB has identified four projects eligible for GPR and subsidization. • One project, Muldrow PWA, fulfills the remaining subsidization requirements under the FY 2010 Appropriations Provisions. • Three projects, Glenpool USA, Owasso PWA and Elgin PWA have been identified as meeting the GPR and subsidization requirements under the FY 2011 Appropriations Provisions. At this time, a sufficient amount of projects have not been identified to completely fulfill the FY 2011 Appropriations Provisions. Future amendments to the PPL GPR project list will be submitted prior to funding of GPR projects. Business cases and project descriptions will be available at OWRB’s website at www.owrb.ok.gov.
