T 550.3 A6l5a 2003/04 c.l Oklahoma Commission For Teacher Preparation ASSESSMENT ANNUAL REPORT 2003-2004 Certification Examinations for Oklahoma Educators ™ CEOETM Student Success Through Quality Teaching OKLAHOMA COMMISSION FOR TEACHER PREPARATION Certification Examination for Oklahoma Educators (CEOE) In 1995, House Bill 1549 gave the Oklahoma Commission for Teacher Preparation (OCTP) the responsibility of developing a competency-based, assessment system for teacher candidates that tests knowledge in three areas: general education, professional education, and subject area knowledge. OCTP, in conjunction with National Evaluation Systems, developed a competency-based assessment system consisting of one exam with three parts. This test reflects standards and competencies developed and adopted by a variety of state and national groups, organizations, and policy directives. Throughout the development and validation process for all three components of the assessment program, over 5000 Oklahoma educators contributed their knowledge and expertise. The Certification Examinations for Oklahoma Educators are reviewed annually and undergo redevelopment as changes occur in national and/or state standards. OCTP is committed to ensuring that the tests are rigorous and fulfill their purpose - to ensure that individuals seeking an initial Oklahoma teaching license possess the subject matter knowledge and skills needed to teach effectively in Oklahoma public schools. HB 1549 requires OCTP to annually prepare a statistical report showing the percentage of teacher candidates from Oklahoma institutions of higher education who have successfully completed or who have failed the competency examination for licensure and certification. For the 2003 - 2004 test period, twenty-two teacher education institutions had examinees participating in the assessment program. Pass rates for each of the three component areas of the CEOE program were calculated by institution, and are presented in the following tables. CERTIFICATION EXAMINATIONS FOR OKLAHOMA EDUCATORS September 2003 - August 2004 AGGREGATE PASS RATES BY TEST The Certification Examinations for Oklahoma Educators consist of fifty-one tests: Forty-eight subject area tests, two professional teaching examinations, and one general education test. Aggregated pass rates for each of the certification examinations is presented in the table below.
