The Board of Corrections approves the capacity of the department operated facilities usmg established standards and recommendations by departmental staff. The rule of measurement to determine the occupant load of a correctional institution with available means of egress is 120 gross square feet of gross area for the building per occupant for maximum and medium security facilities. In minimum and community security facilities the rule of measurement is 70 to 75 square feet of gross floor area per occupant. Total occupancy in this study is the highest number of employees on duty routinely at one time in the housing unit plus the number of inmates assigned to be housed on the unit. The director of the department is required by statute to accept inmates into the custody of the department that may exceed the established Board of Corrections capacity for particular housing units and facilities. The director, in consultation with the regional director and warden or superintendent responsible for the facility and other staff, will determine the number of inmates assigned to a housing unit and facility. The Director will recommend that the Board of Corrections adopt a particular authorized count. This authorized count is subject to the review and approval by those state agencies responsible for particular code enforcement. This study will be updated whenever additional housing units operated by the department are added, housing units are modified or remodeled that would increase or decrease the occupant load of a housing unit, or the Director finds it necessary to modify the authorized count of a housing unit. Methodology 1. The Construction and Maintenance Division sent to each institution and community corrections center housing surveys and computerized floor plans with a control date for completion of November 1994. 2. The floor plans were used to calculate actual field dimensions. These dimensions were used to establish gross floor area of sleeping areas that are operated by the Department of Corrections. 3. The data collected were used to determine, in addition to gross floor area, the highest number of employees assigned and present on each housing unit. This number subtracted from the occupant load provided the inmate capacity. 4. The data were reviewed and updated in September and October 1996. The facilities designated as community work centers were added to the survey as well as the institutions added since the original survey, the Bill Johnson Correctional Center at Alva and the Northeast Oklahoma Correctional Center at Vinita. The current employee load of each housing unit was also reviewed and updated. 5. In November 1996 a decision was made to modify the 120 square feet of gross floor space to 70 square feet of gross floor space for minimum and community security facilities. A multi-discipline committee that met with each regional director, warden and superintendent during December 1996 and January 1997 reviewed the data. The results of that review are included in this report. The Board of Corrections approves the capacity of the department operated facilities usmg established standards and recommendations by departmental staff. The rule of measurement to determine the occupant load of a correctional institution with available means of egress is 120 gross square feet of gross area for the building per occupant for maximum and medium security facilities. In minimum and community security facilities the rule of measurement is 70 to 75 square feet of gross floor area per occupant. Total occupancy in this study is the highest number of employees on duty routinely at one time in the housing unit plus the number of inmates assigned to be housed on the unit. The director of the department is required by statute to accept inmates into the custody of the department that may exceed the established Board of Corrections capacity for particular housing units and facilities. The director, in consultation with the regional director and warden or superintendent responsible for the facility and other staff, will determine the number of inmates assigned to a housing unit and facility. The Director will recommend that the Board of Corrections adopt a particular authorized count. This authorized count is subject to the review and approval by those state agencies responsible for particular code enforcement. This study will be updated whenever additional housing units operated by the department are added, housing units are modified or remodeled that would increase or decrease the occupant load of a housing unit, or the Director finds it necessary to modify the authorized count of a housing unit. Methodology 1. The Construction and Maintenance Division sent to each institution and community corrections center housing surveys and computerized floor plans with a control date for completion of November 1994. 2. The floor plans were used to calculate actual field dimensions. These dimensions were used to establish gross floor area of sleeping areas that are operated by the Department of Corrections. 3. The data collected were used to determine, in addition to gross floor area, the highest number of employees assigned and present on each housing unit. This number subtracted from the occupant load provided the inmate capacity. 4. The data were reviewed and updated in September and October 1996. The facilities designated as community work centers were added to the survey as well as the institutions added since the original survey, the Bill Johnson Correctional Center at Alva and the Northeast Oklahoma Correctional Center at Vinita. The current employee load of each housing unit was also reviewed and updated. 5. In November 1996 a decision was made to modify the 120 square feet of gross floor space to 70 square feet of gross floor space for minimum and community security facilities. A multi-discipline committee that met with each regional director, warden and superintendent during December 1996 and January 1997 reviewed the data. The results of that review are included in this report.
