Oklahoma District Attorneys Council Federal Grants Division FY 2011 Residential Substance Abuse Treatment Grant The purpose of the Residential Substance Abuse Treatment (RSAT) Grant is to assist states and units of local government in developing and implementing residential substance abuse treatment programs within state and local correctional and detention facilities in which prisoners are incarcerated for a period of time sufficient to permit substance abuse treatment. In order to receive programmatic funding, state correctional and detention treatment programs must ensure that programs: 1. Last between six and twelve months; 2. Be provided in residential treatment facilities where participating prisoners are set apart from the general correctional population; 3. Focus on substance abuse problems of the inmate; 4. Develop the inmate’s cognitive, behavioral, social, vocational, and other skills; and, 5. Continue to conduct urinalysis and/or other proven reliable forms of drug and alcohol testing for those enrolled in the residential substance abuse treatment programs and post programs while they remain in the custody of the state. For jail-based facilities, treatment programs must ensure that programs: 1. Last at least 3 months. 2. Focus on the substance abuse problems of the inmate. 3. Develop the inmate’s cognitive, behavioral, social, vocational, and other skills to solve the substance abuse and related problems. The Oklahoma Department of Corrections (DOC) was awarded $360,826.52 to implement the RSAT Grant Program in seven (7) facilities across the state. It is anticipated that the DOC will serve approximately 676 offenders in FY2011. Cleveland County, a jail-based program, was awarded $40,091.84 to implement the RSAT Grant Program. It is anticipated that the Cleveland County Jail will serve approximately 100 offenders in FY2011. Congressional District 2 Program Location Eddie Warrior Correctional Center Taft, Oklahoma The Eddie Warrior Correctional Center is an 82-bed regimented treatment program for female offenders. The program provides substance abuse treatment using a therapeutic community model and a cognitive behavioral treatment approach. Mack Alford Correctional Center Stringtown, Oklahoma The Mack Alford Correction Center is a 36-bed facility for male offenders. The program provides substance abuse treatment using a cognitive behavioral treatment approach. The separate facility includes offenders and graduates that participate in relapse prevention while remaining in the unit. Congressional District 3 Program Location Bill Johnson Correctional Center Alva, Oklahoma Bill Johnson Correctional Center is a 300-bed regimented treatment program for male offenders. The program provides substance abuse treatment using a therapeutic community model and a cognitive behavioral treatment approach. William S. Key Correctional Center Fort Supply, Oklahoma The William S. Key Correctional Center is a 164-bed residential substance abuse treatment program for male offenders. The program provides substance abuse treatment using a cognitive behavioral treatment approach. Elk City Community Work Center Elk City, Oklahoma The Elk City Community Work Center is the site of a program for a maximum of 30 male offenders. The program provides substance abuse treatment for offenders who have a history of substance abuse using a cognitive behavioral approach. Congressional District 4 Program Location Lawton Community Corrections Center Lawton, Oklahoma The Lawton Community Corrections Center is a 20-bed residential substance abuse treatment program for male offenders who are at the community security level. The program provides substance abuse treatment using a cognitive behavioral treatment approach. Relapse prevention and reintegration are key components. Congressional District 5 Program Location Mabel Bassett Correctional Facility McCloud, Oklahoma The Mabel Bassett Correctional Facility is a 44-bed residential substance abuse treatment program for female offenders. The program provides substance abuse treatment using cognitive behavioral treatment approach in the minimum security unit. Cleveland County Norman, Oklahoma The program will involve women with substance abuse histories in jail-based substance abuse treatment. The project will transition participants into housing, while offering peer support, cognitive therapy, and linking participants to employment opportunities.
