VISION STATEMENT The vision of the Population Management Unit is to produce an automated system to increase quality of the classification, record keeping, and movement of offenders to increase efficiency, accuracy, cost effectiveness and service for the state of Oklahoma. PHILOSOPHY STATEMENT The philosophy of the Population Management Unit is to enhance the quality and efficiency of the assessment and movement of offenders through services to the agency, public and other entities. The report compiles information from other units and agencies that impact the offender population and illustrates the growth rate in 1998. Historical data also is illustrated to indicate the dramatic rise experienced in the offender population. On January 1,1998, we were at 96.45% of capacity, on December 31,1998, we were at 92.30% of capacity. Several significant events in 1998 included: •.. On January 1, 1998,3,706 beds were under contract with private prisons in Oklahoma and Texas. On December 31,1998,4,782 beds were under contract with private prisons in Oklahoma, an increase of 1,076 beds. All private prisons in Texas were vacated by Oklahoma in September 1998. •.. Private prisons currently under contract with the Department of Corrections are Central Oklahoma Correctional Facility, Cimarron Correctional Facility, Davis Correctional Facility, Great Plains Correctional Facility and Lawton Correctional Facility. •.. The total number of new receptions, including parole violators was 6,941, 34 less than received in 1997 . •.. An additional 200 beds were added, by new construction at the Oklahoma State Reformatory and Lexington Correctional Center . •.. The terms "board legal capacity" and "crisis operational population" were discontinued and the count summary term "capacity" is currently being used to determine the daily capacity percentage. •.. County jail contracts decreased to 38 counties/cities from 39 counties/cities. The total number of county jail program beds decreased by 17 for a total of 520 beds. Sincerely, Dan M. Reynolds, Administrator Population Management Unit 6 POPULATION MANAGEMENT - 1998 ANNUAL REPORT RECEPTIONS POPULATION MANAGEMENT - 1998 ANNUAL REPORT 7 RECEPTIONS OVERVIEW The Assessment and Reception Center received and processed 6,941 new receptions during calendar year 1998,34 less than in 1997. The figure included 13 death row inmates, 5,865 males (84 percent), and 1,076 females (16 percent). There were 52 inmates returned from the Probation and Parole Districts for program failures. The total number of inmates processed through the Assessment and Reception Center was 7,022 (137 less than in 1977) which was an average of 585 inmates per month. The Population Office returned 52 inmates from the Probation and Parole Districts. The daily average population was 14,729, and the average percent of capacity was 95 percent. The Population Management Unit placed an average of 5 inmates per month that failed in a particular program. The average number of inmates placed in a particular program was 612 per month, showing an average gain of 608 per month. This is an average of 948 inmates per month, 74 more than 1997. Of the routine transfer request, 31 percent were to lower security, 45 percent to the same level of security, and 22 percent to higher security. There were 160 transfer request denied, which is 2 percent of all transfer request packets reviewed. Facilities notified the Population Management Unit that 295 inmates requested protective custody, 181 less than 1997. Twenty-four percent of all transfer request were considered to be of a priority nature. The Population Office returned 52 inmates from Probation and Parole Districts due to failure. The most prominent cause of failure was due to new law violation (54 percent of all returns). MISSION STATEMENT
The mission of the Population Management Unit is to legally receive, build and accurately
maintain records, uniformly classify and ensure movement of offenders in the system to
the appropriate custody levels and programs to promote public safety and provide a safe
environment for staff and offenders, through quality assurance.
VISION STATEMENT
The vision of the Population Management Unit is to produce an automated system to
increase quality of the classification, record keeping, and movement of offenders to increase
efficiency, accuracy, cost effectiveness and service for the state of Oklahoma.
PHILOSOPHY STATEMENT
The philosophy of the Population Management Unit is to enhance the quality and efficiency
of the assessment and movement of offenders through services to the agency, public and

FOREWORD
The 1998 Annual Population Management Report is the fifth edition developed by the
Population Management Unit. The report compiles information from other units and agencies
that impact the offender population and illustrates the growth rate in 1998.
Historical data also is illustrated to indicate the dramatic rise experienced in the offender
population. On January 1,1998, we were at 96.45% of capacity, on December 31,1998, we
were at 92.30% of capacity.
Several significant events in 1998 included:
•.. On January 1, 1998,3,706 beds were under contract with private prisons in Oklahoma
and Texas. On December 31,1998,4,782 beds were under contract with private prisons in
Oklahoma, an increase of 1,076 beds. All private prisons in Texas were vacated by Oklahoma
in September 1998.
•.. Private prisons currently under contract with the Department of Corrections are Central
Oklahoma Correctional Facility, Cimarron Correctional Facility, Davis Correctional Facility,
Great Plains Correctional Facility and Lawton Correctional Facility.
•.. The total number of new receptions, including parole violators was 6,941, 34 less than
received in 1997 .
•.. An additional 200 beds were added, by new construction at the Oklahoma State
Reformatory and Lexington Correctional Center .
•.. The terms "board legal capacity" and "crisis operational population" were discontinued
and the count summary term "capacity" is currently being used to determine the daily
capacity percentage.
•.. County jail contracts decreased to 38 counties/cities from 39 counties/cities. The total
number of county jail program beds decreased by 17 for a total of 520 beds.

RECEPTIONS OVERVIEW
The Assessment and Reception Center received and processed 6,941 new receptions during
calendar year 1998,34 less than in 1997. The figure included 13 death row inmates, 5,865
males (84 percent), and 1,076 females (16 percent). There were 52 inmates returned from the
Probation and Parole Districts for program failures. The total number of inmates processed
through the Assessment and Reception Center was 7,022 (137 less than in 1977) which was
an average of 585 inmates per month.
The Population Office returned 52 inmates from the Probation and Parole Districts. The daily
average population was 14,729, and the average percent of capacity was 95 percent.
The Population Management Unit placed an average of 5 inmates per month that failed in a
particular program. The average number of inmates placed in a particular program was 612
per month, showing an average gain of 608 per month.
The highest number of inmates returned was from the Electronic Monitoring Program.
