|Purpose||Needs assessments are essential to understanding the gap between current and desired conditions. Numerous needs assessments have been completed in the past - most recently by the Oklahoma State Health Department6 and the Oklahoma Department of Human Services7. To conduct a more specific needs assessment relating to the quality and availability of early childhood education services, to meet Task I listed above, Smart Start Oklahoma contracted with the Early Childhood Education Institute (ECEI) in August 2011 with final report published in March 20128. Through surveys, interviews, and focus groups, the researchers concluded “parents want their children to be safe and well cared for”. However, many parents and grandparents felt “the only way to ensure this is to keep children out of center or family home based care and allow them to stay exclusively with family members”. In an attempt to better understand the reasons behind the general mistrust of others, Smart Start Oklahoma asked their 18 local Smart Start communities across the state to gather data from parents and caregivers of young children.|
