INTERIM STUDY REPORT Government Modernization Committee Rep. Jason Murphey, Chairman Oklahoma House of Representatives Interim Study 11-021, Rep. Jason Murphey November 10, 2011 Agency and process consolidation. Damon Gardenhire State Department of Education • When Superintendent Barressi took office, technology had fallen behind and need to move forward aggressively and right size to better serve the needs of the employees and the public. • The agency had to standardize software, hardware, etc; the I. T. staff had to professionalize to reach its full potential; and the information services division needed to centralize. • The agency has upgraded its telephone system, installed building-wide wifi, installed a new email application, upgraded the agency’s website and the email newsletter system. • Estimated savings are $4 million over the next six years. Preston Doerflinger Director Office of State Finance Preston.Doerflinger@osf.ok.gov • Discussed consolidation activities involving the Office of State Finance, Dept. of Central Services, Employees Benefits Council, the Office of Personnel Management and the Oklahoma State and Education Employees Group Insurance Board. • Vision is to develop a unified agency through a deliberative and collaborative process that creates maximum value for the stakeholders. • The goal is to create a flatter, agile, streamlined and technology-enabled agency. • Statute required that the Director of OSF would consolidate all administrative functions of each affected agency to be consolidated. • The estimated savings for 2012 are $1.674 million. • Currently working on researching the employee benefit allowance for areas of reform. • Consider outsourcing the employee assistance program. • People are feeling empowered and able to play a role in shaping their future. Alex Petitt State Chief Information Officer • Purpose for consolidation of I.T. activities include efficiency, alignment and quality. • Provided an update on the status of consolidating the technology , shared application and agency services of each affected agency. • Discussed the future of consolidation and the resulting savings. • I.T. costs have decreased 10% since 2009 and associated positions have decreased 11%.
