INTERIM STUDY REPORT A&B Public Safety Lisa Billy, Chairman Oklahoma House of Representatives Interim Study IS11-033, Randy Grau September 27, 2011 Feasibility of Regional Jails Neville Massie, Executive Assistant Oklahoma Department of Corrections Neville.massie@doc.state.ok.us Ms. Massie presented a National Regional Jail Survey published in January 2010. The research identified the following: 80 existing regional jails in 22 states 14 regional jail projects in 11 states currently under consideration of recently abandoned Statutes authorizing or related to regional jails in 19 states, and See Presentation A Truman Bidelspach Enterprises, Senior Partner Capital Detention Systems LLC to.bidelspach@capitaldetention.com Mr. Bidelspach gave a presentation on the challenges to multi-county detention. Items for consideration: Changes to the Oklahoma Statutes Development of a suitable oversight board Provisions for associated Sheriffs and County Commissioners to have meaningful control of the operation There must be cooperation between participating counties, shared costs based on percentage of facility utilization, and community involvement. Planning for bed space should be a projected ten year outlook based on population growth and current average daily inmate population for the county. Counties could rent or lease unneeded bed space to other agencies to offset the costs of construction and operation. Cost-savings associated with multi-county facilities include: Lower construction costs Lower operational costs including utilities and labor Lower food and clothing costs Lower health care costs See Presentation B
