INTERIM STUDY REPORT Appropriations and Budget Committee Representative Earl Sears, Chairman Oklahoma House of Representatives Interim Study, 11-066, Representative Elise Hall September 22, 2011 Amount the state can appropriate based on the State Board of Equalization’s estimates. Representative Elise Hall elise.hall@okhouse.gov • The purpose of the study is to make sure the private sector of the state economy is growing at a faster rate than the public sector • Rep. Hall pointed out the current spending limitations found in Article X of the Oklahoma Constitution which limits appropriations growth from all sources to no more than twelve percent (12.0%) more than the actual appropriations from the prior year, adjusted for inflation. • Rep.
