population in this 18 county region totaled 344,385 people, representing 9.2% of the state’s total population • The region’s population has grown at an average annual 1.8% rate over the last 5 years but growth has not been uniform • Canadian and Beckham counties showed 3.5% annual growth rates between 2005 and 2010 while Alfalfa, Blaine, Cimarron and Grant counties all showed net population declines • Overall, the region is forecast to experience increasing population growth over the next five years, led primarily by growth in Canadian CountyP o l i c y , R e s e a r c h & E c o n o m i those counties were in this region • Over the full decade, Canadian County had the highest average annual population growth rate (2.8%) in the state • For more information on county level population growth since 1990, see Appendix 1 • Numeric growth was led by population increases in Canadian, Beckham and Garfield counties o Canadian County added 27,844 people between 2000 and 2010 o Beckham GENDER: 2010 • Some notable differences stand out when 2010 population data for the region is compared against the state as a whole • The region showed a higher presence among males aged 25 to 59 • There was a higher presence of children aged 0 to 4 • There was a lower presence of females aged 15 to 69 • Texas and Custer counties both show a young median age • The median age for 11 counties in purposes are white, black, American Indian or Alaska Native (AIAN), Asian, Native Hawaiian or Other Pacific Islander (NHOPI), or some other race • Hispanic is not considered a race but is instead an ethnicity – it is possible to be white and Hispanic, black and Hispanic, Asian and Hispanic, etc. • Between 2000 and 2010, the region became slightly more racially diverse than it was in 2000 • The region remains less diverse than the state as a whole: 83.6% of the region was white alone in 2010, while 72.2% of the state’s population fit that category • Over 90% of the population of Ellis, Grant and Major counties were categorized as “white alone” • Much of the region’s net population growth was accounted for by increases among those reporting to be some other race alone or more than one race alone • Some other race alone represented the largest minority by race in 11 of the region’s 18 counties (5.3% of the region as a whole) • American Indians were the largest minority by race in 5 moving from a 5.9% difference in 2000 to a 4.8% difference in 2010 • Half of the region’s 18 counties had Hispanic percentages in double digits, with four exceeding 20%: Beaver (20.1%), Blaine (24.1%), Cimarron (20.8%) and Texas (42.0%) • Grant County had the region’s lowest Hispanic presence by number and percentage (3.5%, or 158 people) • Between 2000 and 2010, the Hispanic growth rate PROFILE Page 7 EDUCATIONAL ATTAINMENT: 2005-2009 • Woods County, home to North Western Oklahoma State University, was the only county that exceeded the national estimate for the percentage of the population with a bachelor’s degree or higher at 28.2% (+/- 3.5%) • 13 of the 18 counties met or exceeded the national estimate for the percentage of the population with some college education but no degree o Region: 24.2% (+/-0.6%) o OK: 23.0% (+/-0.2%) o US: 20.3% (+/-0.0%) • Almost half of adults in the region have a high school diploma or less education • The 2005-2009 American Community Personal Income (PCPI) for the nation, state and region steadily climbed upward until 2009 when the impact of the global recession caused wages to decline o 2009 PCPI: US: $39,635 OK: $35,837 Region: $33,640 • Collectively, the region’s PCPI has been below state and national figures • Since 2000, Harper County is the only county in the region to exceed the state PCPI, last doing so in 2005 • In those data are subject to a reporting time lag, these figures are considered estimates • Figures represent estimated sales subject to sales tax, thus sales to governments, non-profits, and other non-taxable entities are not included in these figures • Changes in retail sales could be due to: o The introduction or removal of a local sales tax o The increase or reduction of an existing sales tax o Sharp upswings or downturns in economic conditions o The opening or closing of a significant retail establishment such as A big-box retailer A large shopping mall • Collectively, retail sales trended upward until 2008, peaking at $3.24 billion for the region • As the global recession spread in 2009, collective retail sales for the region dropped to $3.06 billion • Retail sales rebounded somewhat in 2010, reaching $3.15 billion within the region • In 2010, the largest volume of estimated retail sales occurred in Enid, Yukon, Woodward and Elk City. dividing the non-farm labor force by the total population • The measure isn’t exact (because total population includes those unable to work due to age, health, or other issues while the labor force count doesn’t include farm labor) but inputs are consistent over time, thus the measure indicates trends • The region’s non-farm labor force participation rate had been trending upwards, but dropped off in 2009 and again in 2010 • All but 4 counties in the region exceed the labor force participation rate for the state and nation • Between 2000 and 2009, 5 counties in the region experienced a double digit increase in their labor force participation rates (Beaver: 12.4%, Beckham: 13.3%, Dewey: 13.9%, Ellis: 10.6%, and Grant 11.8%) • Between 2000 and 2009, an across the board drop in commute out for work exceeds the number of workers who live outside the region but commute into the region for employment • Census data for 2009 indicates the region had a net outflow of over 27,000 workers • Canadian County had the largest net outflow (net outflow of over 22,200 workers) followed by Blaine (net outflow of over 1,400 workers) • 4 counties showed a net inflow of workers: o Beckham: net inflow of over 700 – over 450 from outside the region o Custer: net inflow of over 1,500 – almost 1,300 from outside the region o Garfield: net inflow of over 300 – over 1,000 coming from inside the region offset by another almost 700 leaving the region o Texas: net inflow of almost 900 – all from outside the region • Almost 6,200 residents of the region commuted outside the state for employment o Workers who commute just over the state line o Long haul truck drivers o Commercial pilots o Petroleum workers o Entertainers • Over 1,000 residents of Texas and Beaver counties commuted population in this 18 county region totaled 344,385 people, representing 9.2% of the state’s total population • The region’s population has grown at an average annual 1.8% rate over the last 5 years but growth has not been uniform • Canadian and Beckham counties showed 3.5% annual growth rates between 2005 and 2010 while Alfalfa, Blaine, Cimarron and Grant counties all showed net population declines • Overall, the region is forecast to experience increasing population growth over the next five years, led primarily by growth in Canadian CountyP o l i c y , R e s e a r c h & E c o n o m i those counties were in this region • Over the full decade, Canadian County had the highest average annual population growth rate (2.8%) in the state • For more information on county level population growth since 1990, see Appendix 1 • Numeric growth was led by population increases in Canadian, Beckham and Garfield counties o Canadian County added 27,844 people between 2000 and 2010 o Beckham GENDER: 2010 • Some notable differences stand out when 2010 population data for the region is compared against the state as a whole • The region showed a higher presence among males aged 25 to 59 • There was a higher presence of children aged 0 to 4 • There was a lower presence of females aged 15 to 69 • Texas and Custer counties both show a young median age • The median age for 11 counties in purposes are white, black, American Indian or Alaska Native (AIAN), Asian, Native Hawaiian or Other Pacific Islander (NHOPI), or some other race • Hispanic is not considered a race but is instead an ethnicity – it is possible to be white and Hispanic, black and Hispanic, Asian and Hispanic, etc. • Between 2000 and 2010, the region became slightly more racially diverse than it was in 2000 • The region remains less diverse than the state as a whole: 83.6% of the region was white alone in 2010, while 72.2% of the state’s population fit that category • Over 90% of the population of Ellis, Grant and Major counties were categorized as “white alone” • Much of the region’s net population growth was accounted for by increases among those reporting to be some other race alone or more than one race alone • Some other race alone represented the largest minority by race in 11 of the region’s 18 counties (5.3% of the region as a whole) • American Indians were the largest minority by race in 5 moving from a 5.9% difference in 2000 to a 4.8% difference in 2010 • Half of the region’s 18 counties had Hispanic percentages in double digits, with four exceeding 20%: Beaver (20.1%), Blaine (24.1%), Cimarron (20.8%) and Texas (42.0%) • Grant County had the region’s lowest Hispanic presence by number and percentage (3.5%, or 158 people) • Between 2000 and 2010, the Hispanic growth rate population with a bachelor’s degree or higher at 28.2% (+/- 3.5%) • 13 of the 18 counties met or exceeded the national estimate for the percentage of the population with some college education but no degree o Region: 24.2% (+/-0.6%) o OK: 23.0% (+/-0.2%) o US: 20.3% (+/-0.0%) • Almost half of adults in the region have a high school diploma or less education • The 2005-2009 American Community
