Cleveland County increases the region’s population in the 15 to 19 and 20 to 24 age groups • Without Cleveland’s younger population, the region would have shown an even more pronounced presence among the older age group • Within the 23 county region, only 3 counties showed a median age less than the median age for the US as a whole • For more information on county level population by age group, Hispanic is not considered a race but is instead an ethnicity – it is possible to be white and Hispanic, black and Hispanic, Asian and Hispanic, etc. • Between 2000 and 2010, the region became slightly more racially diverse than it was in 2000 • The region remains less diverse than the state as a whole • Much of the region’s net population growth was accounted for by the increase of whites in Cleveland County (39.8%) • American Indians were the largest minority in 21 of the region’s 23 counties, also making them the largest minority in the region overall (10.9%) • ‘More than one race’ was the largest minority in Cleveland County (5.6%) • Those claiming some other race were the largest minority in Love County (7.8%) • For more information on county level population by race, see Cleveland County had the region’s highest Hispanic numeric presence in 2010 with 17,892 people of that ethnicity, or 7.0% of the county’s population • Marshall and Love counties were the only counties in the region where Hispanics represented more than 10% of their total populations in 2010 (14.0% and 11.8% respectively) • Coal County had the lowest number of Hispanics in the region (152, or 2.6%) • McIntosh County had the lowest percentage of Hispanics (1.9%, or 390) • While the region had a lower presence of Hispanics by percentage relative to the nation as a whole, all but one county had a higher percentage growth rate than was shown by the US as a whole • For more information on county level population by Hispanic ethnicity, see Appendix 5 Source: US Census Bureau, 2000 and 2010 Census calendar month data as reported by the Oklahoma Tax Commission • Because those data are subject to a reporting time lag, these figures are considered estimates • Figures represent estimated sales subject to sales tax, thus sales to governments, non-profits, and other non-taxable entities are not included in these figures • Changes in retail sales could be due to: o The introduction or removal of a local sales tax o The increase or reduction of an existing sales tax o Sharp upswings or downturns in economic conditions o The opening or closing of a significant retail establishment like A big-box retailer A large shopping mall • Collectively, retail sales had been trending upward until 2008, peaking at $5.30 billion for the region • As the global recession spread in 2009, collective retail sales for the region dropped to $5.09 billion • Retail sales rebounded somewhat in 2010, reaching $5.20 billion within the region • The largest volume of retail sales occurred in population centers like Norman, Moore, Shawnee and Ardmore o These four communities accounted for almost two thirds of the region’s estimated retail sales volume in 2010 • For more information on local level RATE: 1990 TO 2010 • The labor force participation rate is calculated by dividing the non-farm labor force by the total population • The measure isn’t exact (because total population includes those unable to work due to age, health, or other issues while the labor force count doesn’t include farm labor) but inputs are consistent over time, thus the measure indicates trends • The region’s non-farm labor force participation rate had been trending upwards, but dropped off in 2010 • Between 2000 and 2009, 4 counties in the region experienced a double digit increase in their labor force participation rates (Carter: 12.8%, Love: 13.2%, Murray: 23.1%, and Pittsburg: 11.6%) • Labor force participation rates vary widely within the region, from 66.4% in Murray County to 38.4% in Okfuskee County • Between 2000 and 2009, an across the board drop in participation occurred as 19 of 23 counties showed a decline in their labor force participation rates Sources: US Census Bureau, Population population has grown at an annual 1.0% rate over the last decade • Between 2009 and 2010, Cleveland County added 11,166 people and grew by 4.6%, making a significant impact on the region’s overall growth rate during that single year • The region is forecast to experience increasing population growth over the next five years • Between 2000 and 2010, 9 counties in Oklahoma had population growth rates over 15% and 3 of those counties were in this region • Cleveland, Bryan and Marshall counties had the 6th, 7th and 8th highest population growth rates in the state • For more information on Cleveland County increases the region’s population in the 15 to 19 and 20 to 24 age groups • Without Cleveland’s younger population, the region would have shown an even more pronounced presence among the older age group • Within the 23 county region, only 3 counties showed a median age less than the median age for the US as a whole • For more information on county level population by age group, see Appendix 2 Source: U.S. Census Bureau, 2010 Census Demographic Profiles www.factfinder2.census.gov Source: U.S. Census Bureau, 2010 Census Demographic Profiles www.factfinder2.census.gov Source: 2010 • The standard race categories used for Census purposes are white, black, American Indian or Alaska Native (AIAN), Asian, Native Hawaiian or Other Pacific Islander (NHOPI), or some other race • Hispanic is not considered a race but is instead an ethnicity – it is possible to be white and Hispanic, black and Hispanic, Asian and Hispanic, etc. • Between 2000 and 2010, the region became slightly more racially diverse than it was in 2000 • The region remains less diverse than the state as a whole • Much of the region’s net population growth was accounted for by the increase of whites in Cleveland County (39.8%) • American Indians were the largest minority in 21 of the region’s 23 counties, also making them the largest minority in the region overall (10.9%) • ‘More than one race’ was the largest minority in Cleveland County (5.6%) • Those claiming some other race were the largest minority in Love County (7.8%) • For more information on county level population by race, see Appendices 3 and 4 Source: US Census Bureau, 2000 Census www.factfinder2.census.gov Source: U.S. Census Bureau, 2010 Census Demographic Profiles www.factfinder2.census.govP o l i c y , R e s e a r c h Cleveland County had the region’s highest Hispanic numeric presence in 2010 with 17,892 people of that ethnicity, or 7.0% of the county’s population • Marshall and Love counties were the only counties in the region where Hispanics represented more than 10% of their total populations in 2010 (14.0% and 11.8% respectively) • Coal County had the lowest number of Hispanics in the region (152, or 2.6%) • McIntosh County had the lowest percentage of Hispanics (1.9%, or 390) • While the region had a lower presence of Hispanics by percentage relative to the nation as a whole, all but one county had a higher percentage growth rate than was shown by the US as a whole • For more information on county level population by Hispanic ethnicity, see Appendix 5 Source: US Census Bureau, 2000 and 2010 Census EDUCATIONAL ATTAINMENT: 2005-2009 • Cleveland County, home to the University of Oklahoma, was the only county to exceeded the national estimate for the percentage of the population with a bachelor’s degree or higher at 30.1% (+/- 0.8%) • 11 counties out of 23 met or exceeded the national estimate for the percentage of the population with some college education but no degree o Region: 21.8% (+/-0.4%) o OK: 23.0% (+/-0.2%) o US: 20.3% (+/-0.0%) • Educational attainment for a large part of the region stopped at either a high school degree or less than a high school degree • The 2005-2009 American Community Survey is based on surveys collected during the full 5 year span and results are considered to be representative of the complete time period • For more information on county level population by educational attainment, see Appendix 6 Source: US Census Bureau, 2005-2009 American Community Survey 5 Year Data Set www.factfinder.census.gov Source: US Census Bureau, 2005-2009 2009 • Per Capita Personal Income (PCPI) for the nation, state and region steadily climbed upward until 2009 when the impact of the global recession caused wages to decline o 2009 PCPI: US: $39,635 OK: $35,837 Region: $31,304 • Collectively, the region’s PCPI has been well below state and national figures • Since 1990, only three counties have exceeded the state PCPI, and no county has exceeded the national PCPI o Carter exceeded the state PCPI 2 times, last in 1997 o Cleveland exceeded 12 times, last in 2007 o Love exceeded 1 time, in 2009 • For more information on PCPI, see Appendix 7 calendar month data as reported by the Oklahoma Tax Commission • Because those data are subject to a reporting time lag, these figures are considered estimates • Figures represent estimated sales subject to sales tax, thus sales to governments, non-profits, and other non-taxable entities are not included in these figures • Changes in retail sales could be due to: o The introduction or removal of a local sales tax o The increase or reduction of an existing sales tax o Sharp upswings or downturns in economic conditions o The opening or closing of a significant retail establishment like A big-box retailer A large shopping mall • Collectively, retail sales had been trending upward until 2008, peaking at $5.30 billion for the region • As the global recession spread in 2009, collective retail sales for the region dropped to $5.09 billion • Retail sales rebounded somewhat in 2010, reaching $5.20 billion within the region • The largest volume of retail sales occurred in population centers like Norman, Moore, Shawnee and Ardmore o These four communities accounted for almost two thirds of the region’s estimated retail sales volume in 2010 • For more information on local level sales tax collections and growth, see Appendices 8 and 9 Source: Estimates Based on Oklahoma Tax Commission Data http://www.tax.ok.gov/nwsrls.html P o l i c y , R e s e a r c h & E c o n o m i c A n a RATE: 1990 TO 2010 • The labor force participation rate is calculated by dividing the non-farm labor force by the total population • The measure isn’t exact (because total population includes those unable to work due to age, health, or other issues while the labor force count doesn’t include farm labor) but inputs are consistent over time, thus the measure indicates trends • The region’s non-farm labor force participation rate had been trending upwards, but dropped off in 2010 • Between 2000 and 2009, 4 counties in the region experienced a double digit increase in their labor force participation rates (Carter: 12.8%, Love: 13.2%, Murray: 23.1%, and Pittsburg: 11.6%) • Labor force participation rates vary widely within the region, from 66.4% in Murray County to 38.4% in Okfuskee County • Between 2000 and 2009, an across the board drop in participation occurred as 19 of 23 counties showed a decline in their labor force participation rates Sources: US Census Bureau, Population outside the region but commute into the region for employment • Census data for 2009 indicates the region had a net outflow of over 36,000 workers • Cleveland County had the largest net outflow (net outflow of over 23,600 workers) followed by Le Flore (net outflow of over 3,000 workers) • 8 counties showed a net inflow of workers, led by o Pontotoc: inflow of over 2,900 – almost 1,800 from within the region o Carter: inflow of over 2,400 – over 1,700 from within the region o Murray: inflow of almost 800 – all from outside the region • Almost 23,000 residents of the region commuted outside the state for employment o Workers who commute just over the state line o Long haul truck drivers o Commercial pilots o Petroleum workers o Entertainers • Over 4,200 Le Flore County residents commuted to Sebastian County, AR for employment • Just over 9,500 out of state residents commuted into the state for employment • Over 600 residents of Grayson County, TX commute into Bryan County for work
