478,563 people, representing 12.8% of the state’s total population • The region’s population has grown at an average annual 1.6% rate over the last 5 years but growth has not been uniform • Canadian, Comanche and McClain counties showed average annual growth rates over 2.0% between 2005 and 2010 while Caddo, Cotton, Harmon, Jackson, Kiowa and Tillman counties all showed net population declines • Jefferson County population declined between 2000 and 2010, but increased between 2005 and 2010. • Overall, the region is forecast to experience increasing population growth over the next five years, led primarily by growth in counties on the outskirts of the Oklahoma City metro area • Between 2000 and 2010, 23 counties in Oklahoma had negative population growth rates: 7 of those counties were in this region • Over the full decade, Canadian County had the highest average annual population growth rate (2.8%) in the state • For more information on county level population growth since 1990, see against the state as a whole o On average, the region was younger than the state led by a younger population in a few highly populated counties o The region had a higher percentage of the population in the 5 to 9 and the 10 to 14 age groups o The distribution is not uniform across all counties, and is influenced heavily by younger populations in three of the larger counties o Canadian, Comanche and Jackson counties (home to 55.0% of the region’s population) were the only counties with a median age below the national median of 37.2 • For more information on county level population by age 2000 AND 2010 • The standard race categories used for Census purposes are white, black, American Indian or Alaska Native (AIAN), Asian, Native Hawaiian or Other Pacific Islander (NHOPI), or some other race • Hispanic is not considered a race but is instead an ethnicity – it is possible to be white and Hispanic, black and Hispanic, Asian and Hispanic, etc. • Between 2000 and 2010, the region became slightly more racially diverse than it was in 2000 but remains less diverse than the state as a whole • Increases among American Indian alone, some other race alone or more than one race alone led the region’s net population growth among minorities • Black alone represented the largest minority by race in the region as a whole (6.6% of the region’s total), but Blacks were the largest minority by race in only 2 counties: Comanche (17.5% of total) and Greer (7.1% of total) • The number of blacks declined between 2000 and 2010 in all but Canadian, McClain and Washita counties • American Indians were the largest minority by race in 8 counties (6.3% of the region’s population) • Other race alone was the largest minority by race in 3 counties: Harmon (13.8%) Jackson (11.8%) and Tillman (11.0%) • ‘More than one race’ was the largest minority by race in Washita County (4.2%) • For more information on county level population by race, see Appendices 3 and 4 Source: US Census Bureau, 2000 Census calendar month data as reported by the Oklahoma Tax Commission • Because those data are subject to a reporting time lag, these figures are considered estimates • Figures represent estimated sales subject to sales tax, thus sales to governments, non-profits, and other non-taxable entities are not included in these figures • Changes in retail sales could be due to: o The introduction or removal of a local sales tax o The increase or reduction of an existing sales tax o Sharp upswings or downturns in economic conditions o The opening or closing of a significant retail establishment like A big-box retailer A large shopping mall • Collectively, retail sales had been trending upward until 2008, peaking at $3.61 billion for the region • As the global recession spread in 2009, collective retail sales for the region dropped to $3.53 billion • Retail sales recovered in 2010, surpassing the 2008 level and reaching $3.61 billion within the region • In 2010, the largest volume of estimated retail sales occurred in Lawton, Yukon and Duncan o These three communities accounted for just over half of the region’s estimated retail sales volume in 2010 • For more information on local level force participation rate is calculated by dividing the non-farm labor force by the total population • The measure isn’t exact (because total population includes those unable to work due to age, health, or other issues while the labor force count doesn’t include farm labor) but inputs are consistent over time, thus the measure indicates trends • The region’s non-farm labor force participation rate had peaked in 2003 then began dropping slightly until a large drop in 2010 • Between 2009 and 2010, an across the board drop in participation occurred as 11 of 14 counties showed a decline in their labor force participation rates • In 2010, only 2 counties in the region exceed the labor force participation rate for the nation • Between 2009 and 2010, participation rates in Caddo and Cotton 478,563 people, representing 12.8% of the state’s total population • The region’s population has grown at an average annual 1.6% rate over the last 5 years but growth has not been uniform • Canadian, Comanche and McClain counties showed average annual growth rates over 2.0% between 2005 and 2010 while Caddo, Cotton, Harmon, Jackson, Kiowa and Tillman counties all showed net population declines • Jefferson County population declined between 2000 and 2010, but increased between 2005 and 2010. • Overall, the region is forecast to experience increasing population growth over the next five years, led primarily by growth in counties on the outskirts of the Oklahoma City metro area • Between 2000 and 2010, 23 counties in Oklahoma had negative population growth rates: 7 of those counties were in this region • Over the full decade, Canadian County had the highest average annual population growth rate (2.8%) in the state • For more information on county level population growth since 1990, see growth was led by population increases in Canadian, Comanche, Grady and McClain counties o Canadian County added 27,844 people between 2000 and 2010 o Comanche County added 9,102 people during the same time period o Grady County added 6,915 people o McClain County added 6,766 people Source: US Census Bureau, Population Estimates Division http://www.census.gov/popest/estimates.html P o l i c y , against the state as a whole o On average, the region was younger than the state led by a younger population in a few highly populated counties o The region had a higher percentage of the population in the 5 to 9 and the 10 to 14 age groups o The distribution is not uniform across all counties, and is influenced heavily by younger populations in three of the larger counties o Canadian, Comanche and Jackson counties (home to 55.0% of the region’s population) were the only counties with a median age below the national median of 37.2 • For more information on county level population by age group, see Appendix 2 Source: U.S. Census Bureau, 2010 Census Demographic Profiles www.factfinder2.census.gov Source: U.S. Census Bureau, 2010 Census Demographic Profiles www.factfinder2.census.gov 2000 AND 2010 • The standard race categories used for Census purposes are white, black, American Indian or Alaska Native (AIAN), Asian, Native Hawaiian or Other Pacific Islander (NHOPI), or some other race • Hispanic is not considered a race but is instead an ethnicity – it is possible to be white and Hispanic, black and Hispanic, Asian and Hispanic, etc. • Between 2000 and 2010, the region became slightly more racially diverse than it was in 2000 but remains less diverse than the state as a whole • Increases among American Indian alone, some other race alone or more than one race alone led the region’s net population growth among minorities • Black alone represented the largest minority by race in the region as a whole (6.6% of the region’s total), but Blacks were the largest minority by race in only 2 counties: Comanche (17.5% of total) and Greer (7.1% of total) • The number of blacks declined between 2000 and 2010 in all but Canadian, McClain and Washita counties • American Indians were the largest minority by race in 8 counties (6.3% of the region’s population) • Other race alone was the largest minority by race in 3 counties: Harmon (13.8%) Jackson (11.8%) and Tillman (11.0%) • ‘More than one race’ was the largest minority by race in Washita County (4.2%) • For more information on county level population by race, see Appendices 3 and 4 Source: US Census Bureau, 2000 Census with 3 of those above 20%: Harmon (25.9%), Tillman (22.3%) and Jackson (20.9%) • Comanche County had the region’s highest number of Hispanics (13,896 or 11.2%) • Cotton County had the region’s lowest Hispanic presence by number (344 or 5.6% of the population) • Grady County had the region’s lowest Hispanic presence by percentage (4.6% or 2,405 people) • Hispanic population growth rates in 7 counties exceeded the national growth rate • For more information on county level population by Hispanic ethnicity, see Appendix 5 Source: US Census Bureau, 2000 and 2010 Census EDUCATIONAL ATTAINMENT: 2005-2009 • Canadian County was the only county to exceeded the national estimate for the percentage of the population with a bachelor’s degree at 17.6% (+/- 0.8%) • 8 counties out of 14 met or exceeded the national estimate for the percentage of the population with some college education but no degree o Region: 24.2% (+/-0.6%) o OK: 23.0% (+/-0.2%) o US: 20.3% (+/-0.0%) • Educational attainment for a large part of the region stopped at either a high school degree or less than a high school degree • The 2005-2009 American Community Survey is based on surveys collected during the full 5 year span and results are considered to be representative of the complete time period • For more information on county level population by educational attainment, see Appendix 6 calendar month data as reported by the Oklahoma Tax Commission • Because those data are subject to a reporting time lag, these figures are considered estimates • Figures represent estimated sales subject to sales tax, thus sales to governments, non-profits, and other non-taxable entities are not included in these figures • Changes in retail sales could be due to: o The introduction or removal of a local sales tax o The increase or reduction of an existing sales tax o Sharp upswings or downturns in economic conditions o The opening or closing of a significant retail establishment like A big-box retailer A large shopping mall • Collectively, retail sales had been trending upward until 2008, peaking at $3.61 billion for the region • As the global recession spread in 2009, collective retail sales for the region dropped to $3.53 billion • Retail sales recovered in 2010, surpassing the 2008 level and reaching $3.61 billion within the region • In 2010, the largest volume of estimated retail sales occurred in Lawton, Yukon and Duncan o These three communities accounted for just over half of the region’s estimated retail sales volume in 2010 • For more information on local level sales tax collections and growth, see Appendices 8 and 9 Source: Estimates Based on Oklahoma Tax Commission Data http://www.tax.ok.gov/nwsrls.html P o l i c y , R e s e a r c h & E c o n o m i c A n a force participation rate is calculated by dividing the non-farm labor force by the total population • The measure isn’t exact (because total population includes those unable to work due to age, health, or other issues while the labor force count doesn’t include farm labor) but inputs are consistent over time, thus the measure indicates trends • The region’s non-farm labor force participation rate had peaked in 2003 then began dropping slightly until a large drop in 2010 • Between 2009 and 2010, an across the board drop in participation occurred as 11 of 14 counties showed a decline in their labor force participation rates • In 2010, only 2 counties in the region exceed the labor force participation rate for the nation • Between 2009 and 2010, participation rates in Caddo and Cotton counties increased 1.6% and 2.7% respectively Sources: US Census Bureau, Population Estimates Division www.census.gov/popest/counties/counties.html and US Bureau of Labor Statistics, onset of the recent recession, unemployment rates rose sharply • 2010 annualized unemployment rates: o US: 9.6% o OK: 7.1% o Region: 6.4% • Between 2008 and 2010, Greer County had the largest increase in the unemployment rate for the region, (up 4.5 percentage points) • Greer County is the only county in the region with an April 2011 unemployment rate that exceeds the state rate • For more region but commute into the region for employment • Census data for 2009 indicates the region had a net outflow of over 47,000 workers • Canadian County had the largest net outflow (net outflow of over 22,200 workers) followed by Grady (net outflow of over 7,600 workers) • Every county showed a net outflow of workers • Over 3,600 residents of the region commuted outside the state for employment o Workers who commute just over the state line o Long haul truck drivers o Commercial pilots o Petroleum workers o Entertainers • Over 1,000 residents commuted to Wichita County, TX for employment • Over 2,600 out of state residents commuted into the region for employment • Almost 500 residents of Wichita County, TX commuted into the state for work o Over 200 commuted into Cotton County o Almost 150 commuted into Comanche County Source: US Census Bureau, LEHD Program and OnTheMap http://lehdmap.did.census.gov/ Source: US Census Bureau, LEHD Program and OnTheMap http://lehdmap.did.census.gov/
