The ASTM Phase I Environmental Site Assessment E 1527 – 05 is the minimum standard for environmental due diligence in the commercial real estate industry and meets the standard for All Appropriate Inquiry under the Small Business Liability Relief and Brownfield Revitalization Act of 2002. A diligent effort in accordance with generally accepted good commercial and customary standards and practices was undertaken to identify the “recognized environmental conditions” that might affect the redevelopment project. However, the identification of old hazardous waste sites is an evolving process; therefore, DEQ cannot state with absolute certainty that no other potential hazardous waste sites are located in the area. Targeted Brownfield Assessment of the Pauls Valley Armory was performed in accordance with the ASTM E 1527-05, a guide for conducting Environmental Site Assessments. Savannah Richards of the Oklahoma Department of Environmental Quality (DEQ) performed the site reconnaissance on 5/23/11. The subject property is located in the City of Pauls Valley on lots 3 and 4 of Block 224 in Garvin County, Oklahoma. The legal description is SE SE SE NE of Section 7, Township 3 North, Range 1 East. The site’s official address is 1001 North Ash Street, Pauls Valley, Oklahoma. The site is located northwest of the Wacker Park Senior Citizens Center and south of the former Pauls Valley Water Treatment Plant. According to the Oklahoma Military Department, the Armory was constructed in 1950. A cursory summary of findings is provided below. However, details were not included or fully developed in this section, and the report must be read in its entirety for a comprehensive understanding of the items contained herein. • A fuel release was discovered when a 1,000-gallon steel underground storage tank (UST) was removed from southeast corner of the armory property on 9/24/97. The tank is named Btry A 1/160 FA (2505778), and was used by the OKARNG to store gasoline. At least one dime size hole was found in the south end of the tank. The amount of fuel released is unknown. A confirmed release was reported to the Oklahoma Corporation Commission on 10/2/97. In October 1997, four soil borings were drilled, four monitoring wells were installed, and soil and ground water samples were collected at the site. The groundwater analytical results were reported below laboratory detection limits. The low concentration of volatile chemicals found in the subsurface soils did not pose an unacceptable current or future health risk. Soil contamination is mentioned in more detail in Section 4.11. The Oklahoma Risk Based Corrective Action analysis submitted to the OCC in December 1997 found that only construction workers, currently and in the forseeable future, could be exposed to vapors from impacted subsurface soil in the immediate area of the former UST excavation. Based on the sample results, the OCC considers the case to be “closed.” However, the total petroleum hydrocarbons exceed DEQ Tier 1 Generic Cleanup levels for TPH28 in soil in an industrial setting. Since the contaminated soil was not removed from the subject property, this is considered to be a recognized environmental condition (REC). • Also during the site visit, potential asbestos containing materials were observed throughout the armory. In the east Classroom exposed yellowish brown mastic was observed on the floor where tile flooring was removed. The potential ACM is considered a recognized environmental condition (REC) and should be further investigated. Potential/suspect ACM insulated pipe was found throughout the armory in the following locations: • Closet at the north end of the hallway attached to wall and above ceiling tiles • FDC room on west side of hallway located above ceiling tiles Phase I TBA Pauls Valley, Oklahoma Armory 7 • NBC room on west side of hallway above ceiling tiles • Latrine #1 above ceiling tiles and latrine #2 attached to ceiling • Kitchen above water heater and furnace • Wall of drill floor room • Roofing material of drill floor room • Also during the site visit, potential lead-based paint was observed on the interior and exterior of the armory. The presence of potential lead-based paint within the armory is considered to be a recognized environmental condition (REC) and should be further investigated. Potential lead-based paint was observed throughout the armory in the following locations: • Hallways and classrooms in the armory contained red and yellow paint details • Peeling cream colored paint on ceiling of Latrine #1 • Peeling cream colored paint on ceiling of Storage Room • Peeling brown/tan paint on Drill Floor room garage doors • Peeling cream/tan paint on windows in the Shop/FMSC Motor Pool • Peeling and chipping red paint located above armory entrance (east side of building, outdoors) • Peeling yellow and tan outdoor paint on windows (south side of building) • During the site visit, a radiation sign was observed at the south end of the hallway on the door leading into the Drill Room Floor. During the site visit, none of the representatives from the County were aware of the radioactive materials that may have been stored at the site. The presence of this sign should be further investigated. • No National Priorities List (NPL) or delisted NPL sites, active Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) site listings, Resource Conservation and Recovery Act (RCRA) Corrective Action (CORRACTS) and non-CORRACTS Treatment, Storage, or Disposal (TSD) listings, Emergency Response Notification System (ERNS) list, State-equivalent NPL or CERCLIS lists, or State landfills and/or solid waste disposal sites were found on the subject property or within the ASTM minimum search radii. No archived CERCLIS site listings, RCRA generators, or Voluntary Cleanup Program (VCP) sites were found on the subject property or the minimum search radii. No Brownfield sites were found on the subject property and the minimum search radii either. • The Pauls Valley Armory does not contain an indoor firing range (IFR). 2.0 INTRODUCTION The Oklahoma Department of Environmental Quality under a Brownfield Assistance Agreement (No. RP96681001-0)1 with the U.S. Environmental Protection Agency (EPA) conducted a Targeted Brownfield Assessment of the Pauls Valley, Oklahoma National Guard Armory. The Phase I TBA Pauls Valley, Oklahoma Armory 8 subject property will be used by Garvin County in the future for the storage of documents and temporary office space. Property ownership was transferred to Garvin County on 1/19/11. 2.1 Purpose The purpose of this assessment is to look at the environmental conditions within the target area and provide this information to the City of Pauls Valley to assist in its revitalization planning as well as meet the All Appropriate Inquiry requirement of the landowner liability protections under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA)2, better known as Superfund, as provided in the Small Business Relief and Brownfield Revitalization Act of 2002 (Public Law 107- 118, Subtitle B)3 . The purpose of a Phase I Environmental Site Assessment is to identify, to the extent feasible, recognized environmental conditions in connection with the target property through a systematic review of readily available information sources and a site reconnaissance. The Phase I will also be used to guide DEQ’s cleanup efforts at the Armory. DEQ is providing technical assistance to the project by evaluating the environmental condition of the property prior to the County acquiring the property. Funding for this assessment has been provided by the U.S. EPA. 2.2 Detailed Scope-of-Services The DEQ examined the current use of the property and then identified the historical uses of the property to determine if recognized environmental conditions exist. The DEQ examined historical documents, governmental databases, oil and gas records, aerial photographs, Sanborn Fire Insurance Maps, conducted interviews, and a site reconnaissance of the area. A good faith effort was made to identify possible environmental conditions that might affect the revitalization of the property. 2.3 Significant Assumptions History and knowledge of the subject property shows that the building was used as a National Guard Armory. According to the Oklahoma Military Department, the Armory was constructed in 1950. According to records supplied by Pauls Valley Historian Adrienne Grimmett, an open house for the Armory was held in November of 1956. There is evidence that the National Youth Administration building located directly south of the armory was used for housing equipment and offices for the company until construction of the Armory could be carried out. Since the building was constructed in the 1950s, the building is likely to contain ACM. The U.S. began banning the use of asbestos in most building materials in the 1970s due to studies confirming the harmful health effects caused by exposure to airborne asbestos. Pipe insulation and suspect mastic from floor tiles were observed in the building during the site reconnaissance conducted on May 23, 2011. The Armory building also most likely contains lead-based paint. Phase I TBA Pauls Valley, Oklahoma Armory 9 2.4 Limitations and Exceptions The purpose of an environmental site assessment is to identify actual or potential “recognized environmental conditions” that may result in liability, land use restrictions, or cause delays in revitalization. The ASTM Phase I Environmental Site Assessment (E 1527 – 05)4 is the minimum standard for environmental due diligence in the commercial real estate industry and meets the standard for All Appropriate Inquiry under the Small Business Liability Relief and the Brownfield Revitalization Act of 2002. A diligent effort in accordance with generally accepted good commercial and customary standards and practices was undertaken to identify the “recognized environmental conditions” that might affect the revitalization project. However, the identification of old hazardous waste sites is an evolving process; therefore, DEQ cannot state with absolute certainty that no other potential hazardous waste sites are located in the area. This assessment was conducted under constraints of time, cost, and scope and reflects a limited investigation and evaluation. It reflects the normal degree of care and skill that is ordinarily exercised by environmental professionals conducting business in this or similar localities. In no event shall the DEQ or its employees be liable for any damages, injury, loss, cost or expense whatsoever arising in connection with the use or reliance on the information contained in this report, except as otherwise provided by law. The information in this report is based on a review of governmental records, interviews with knowledgeable residents in the community, information provided by the City of Pauls Valley, the Oklahoma Military Department, and observations of the environmental professional. The result of this assessment, as written in this report, is valid as of the date of the report. The assessment does not include sampling of soil, groundwater, surface water, or air. 2.5 Special Terms and Conditions This assessment report has been prepared for Garvin County by the DEQ using EPA funding. Information in this report will be provided to the EPA for its files. This report and the working file are public record and subject to the Oklahoma Open Records Act and the Federal Freedom of Information Act. 3.0 SITE CHARACTERIZATION AND HISTORY 3.1 Location and Legal Description The subject property is located on 1001 North Ash Street, Pauls Valley, Oklahoma. According to the City of Pauls Valley Code Enforcement Office, the site is located on lots 3 and 4 of Block 224, in the City of Pauls Valley. The approximate legal location for the site is SE SE SE NE of Section 7, Township 3 North, Range 1 East. A site map of the property is provided in Appendix A of this report. According to historic records obtained from Adrienne Grimmett, Pauls Valley Historian, the heavy mortar company of the 179th Infantry Regiment of the 45th Division was moved Phase I TBA Pauls Valley, Oklahoma Armory 10 to Pauls Valley, February 4, 1949 and was scheduled to be activated soon with Harold Liles, Assistant Garvin County Farm Agent, becoming the company commander. This company was moved to Pauls Valley from Altus, Oklahoma. According to historic records, an open house for the Armory was held in November of 1956. Historic information about the armory can be found in Appendix E. Records at the Garvin County Courthouse were searched to determine ownership and operational history of the subject property. See Appendix D for copies of these documents. Block 224 within the City of Pauls Valley was searched. The following records were located in the Garvin County Commissioners Office: • 1/28/1907: Land sold by Choctaw & Chickasaw Nations to Tom Grant, Executor of the Estate of J. Grant, Deceased, Lots 3,4,7,8, and 11 of Block 224 • 3/23/1909: Warranty Deed, Tom Grant deeds land to the City of Pauls Valley, Lots 3, 4, 7, and 8 of Block 224 • 9/4/1922: Release of Real Estate Mortgage, Pauls Valley Athletic Association & Pauls Valley Board of Education, 10 year lease contract, Lots 3, 4, 5, 6, 7, 8 of Block 224 • 1/11/1927: Easement, City of Pauls Valley sells a small perpetual easement to the State of Oklahoma, a strip of land lying in Blocks 223 and 224 • 1/26/1946: Oil and Gas Lease, Agreement made between the City of Pauls Valley and the Pecos Valley Alfalfa Mill Company, Lots 1 through 9 in Block 224 • 10/01/1949: Warranty Deed, Between the Board of City Commissioners of the City of Pauls Valley and the State of Oklahoma acting as the trustee for the Oklahoma National Guard, Lots 3 and 4 of Block 224 • 10/01/1949: Resolution, Pauls Valley City Commission granted a site for the armory to the State of Oklahoma as trustee for the Oklahoma National Guard, Lots 3 and 4 of Block 224 • 12/09/2010: Quitclaim Deed, The State of Oklahoma acting by and through the Oklahoma Military Department quitclaims the property to Garvin County, Oklahoma, Lots 3 and 4 of Block 224 3.2 Site and Vicinity Characterization The subject property is bordered on the south by a city-owned Works Progress Administration (known as the N.Y.A building) structure which was historically used as a cannery, community center, transportation offices, senior citizen and community activities, equipment storage and offices for the OKARNG in the 1950s, Delta Public Transit Offices, and as the Washita Valley Museum. The stone structure is approximately ninety years old. The subject property is bordered on the west by a small tributary of the Washita River, on the north by the former Pauls Valley Drinking Water Treatment Plant, and on the east by the Pauls Valley Senior Citizens Center and Wacker Park. A USGS topographical map indicated that the surface elevation of the subject property is approximately 872 feet above mean sea level (msl). It appears as if the area around the Phase I TBA Pauls Valley, Oklahoma Armory 11 subject property is relatively flat and low lying. According to the U.S. Geological Survey 7.5’ Quadrangle topographical map5 of Pauls Valley, local drainage appears to be to the North and slightly Northwest due to the elevation of the river being 870 feet msl and the area to the south of the armory being 880 feet msl and the area to the East and Southeast of the armory being 875 feet msl (the 875 foot line can be seen running through town). Regional drainage appears to be to the Southeast. A tributary of the Washita River is approximately 350 feet west of the Armory. The topographical map can be found in Appendix A. 3.3 Description of Structures, Roads, and Other Improvements The structure of the Armory is in good condition. The roof of the main building and Drill Floor are both in good condition. A portion of the roof of the Shop/FMSC Motorpool is damaged and leaks, as seen in site visit photos located in Appendix C. Roads surrounding the Armory are in good condition. All roads are constructed of cement. The vehicle compound behind the Armory consists of gravel and weeds. The interior of the armory was clean and in fairly good condition. The vegetation around the armory property was mowed. Adjacent properties, which consist of Wacker Park (east), the National Youth Administration (NYA) Building (south), and the Pauls Valley former drinking water treatment plant (north) are in good condition. The adjacent property to the west consists of a small tributary of the Washita River, which was heavily vegetated. 3.4 Owner, Property Manager, and Occupant Information The subject property has been owned by Garvin County since December 2010. The DEQ Site Cleanup Assistance Program (SCAP) is in charge of identifying environmental hazards and conducting the cleanup of the Armory. 3.5 Information Reported by User Regarding Environmental Lien or Specialized Knowledge or Experience Barry Waldrop, an Armory representative formerly involved in facility maintenance at the Pauls Valley Armory, reported no knowledge of environmental liens on the subject property. 3.6 Commonly Known or Reasonably Ascertainable Information Barry Waldrop, one of the people formerly in charge of facility maintenance at the Pauls Valley armory, did not have any commonly known or reasonably ascertainable information within the local community about possible environmental conditions on the property. However, local historian, Adrienne Grimmett, was aware of the removal of one underground storage tank at the armory. Most information concerning the history of adjacent properties was obtained from Adrienne Grimmett and the City of Pauls Valley Code Enforcement Officer, J.R. Giboney. Phase I TBA Pauls Valley, Oklahoma Armory 12 3.7 Valuation Reduction for Environmental Issues Valuation of the property is outside the scope of this assessment. A professional appraiser should be consulted to place a value on the property. 3.8 Current Use of the Property Currently, the Armory is vacant and being utilized by the owner, Garvin County, only for the storage of several trailers in the Drill Floor. According to Garvin County officials, the site will be used to store County documents and potentially house temporary offices during the renovation of the Garvin County Courthouse. 3.9 Past Use of the Property 3.9.1 Review of Aerial Photographs Historic aerial photographs were searched to view the changes to the property over time. Aerial photographs from 1940, 1956, 1995, 2003, and 2008 were obtained. The earliest aerial photograph on record for the subject property was taken in 1940. This photograph was obtained from the Oklahoma Department of Libraries6. The 1956 aerial was obtained from ODEQ’s Central Records Office. The 1995, 2003, 2008, and 2010 aerial photographs were obtained from the DEQ Data Viewer7 . These aerial photographs are located in Appendix A. The following represents a summary of what was found at the subject property from each photograph. The Pauls Valley Armory was constructed in 1950, thus it is not present in the 1940 aerial photograph. The adjacent property to the north of the armory site housed the Pauls Valley Water Treatment Plant. In 1940, there were two buildings near the future armory site. The building located directly south of the armory site (t-shaped building) was built in the 1930s by the Works Progress Administration (this building remains standing today). It is referred to as the N.Y.A. Building (National Youth Administration). The use of the building located to the west of the armory site is currently unknown, and does not exist in the 1956 aerial photograph. The property adjacent to the armory site to the west consists of a tributary of the Washita River and an open field west of the river. The adjacent properties to the northeast were residential. 1940 aerial photograph The armory building is first present in the 1956 aerial photograph. The elongated rectangular building that can be seen west of the armory site in the 1940 aerial photo is no longer present in the 1956 aerial. In the mid-1940s, Wacker Park was established to the east of the armory site. The initial development of Wacker Park is visible in the 1956 aerial photograph when compared to the 1940 aerial. The 1956 aerial photograph Phase I TBA Pauls Valley, Oklahoma Armory 13 N.Y.A. Building remains south of the armory, and the Pauls Valley Drinking Water Treatment plant remains the northern adjacent property. In the 1995 aerial, Wacker Park contains several structures such as public restrooms, a pavilion, barns, football stadium, and gym. The adjacent property to the north of the armory remained the same as the Pauls Valley Water Treatment Plant. The adjacent property to the west is a tributary of the Washita River and west of the river is a pasture (potentially used for agriculture). The adjacent property to the south remains the same as the N.Y.A. Building. 1995 aerial photograph The 2003 aerial photograph appears to have no change from the 1995 photograph except for several additions and upgrades to the Wacker Park facilties. 2003 aerial photograph No changes appear between 2003 and 2008 aerial photographs except for the construction of the Senior Citizens Center to the south east of the armory. In 2003, the site consisted of a construction site, and in 2008 the building is visibly completed. 2008 aerial photograph The only difference between the 2008 and 2010 aerial photo is that the 2010 aerial includes additional improvements to Wacker Park such as the construction of a new recreation center. 2010 aerial photograph 3.9.2 Fire Insurance Maps Sanborn Fire Insurance Maps were viewed from the Oklahoma Department of Libraries website8 . No maps indicate the location of the armory, as it was constructed after the last Sanborn map available, dated 1942. The armory was constructed in 1949. However, the adjacent property to the north, the former Pauls Valley Drinking Water Treatment Plant, can be found on Sanborn Maps dating back to 1903. Sanborn maps from 1903, 1909, 1914, 1923, and 1930 can be found in Appendix A. 3.10 Current and Past Uses of Adjoining Properties The adjoining property to the north of the armory is the former site of the Pauls Valley Drinking Water Treatment Plant. Evidence of the Drinking Water Treatment Plant location dates back to the December 1903 Sanborn Map. In September of 2010, the plant was shut down and relocated approximately 0.12 miles south to 916 N. Hill Street in Pauls Valley. The adjacent property to the south contains a building that was constructed in the 1930s by the Works Progress Administration. Pauls Valley community members refer to the building as the N.Y.A. Building (National Youth Administration). This property is part of Wacker Park, and is owned by the City of Pauls Valley. According to Pauls Valley Historian, Adrienne Grimmett9, in the 1930s the building was used for many Phase I TBA Pauls Valley, Oklahoma Armory 14 purposes such as a cannery and dance hall, and was later turned into a community center complete with a small auditorium and ceramics workshop. During 1949, the N.Y.A. Building was used for housing equipment and offices for the Oklahoma Army National Guard until the construction of the armory could be completed. The building has since housed such uses as the Washita Valley Museum, as well as offices for Delta Public Transit, a rural public transit service funded by the Oklahoma Department of Transportation. According to a phone interview with J.R. Giboney with the City of Pauls Valley Code Enforcement Office10 , the building is currently not being used, except for occasional Washita Valley Museum and community purposes. The adjoining property to the east was platted as residential before the 1940s. In the mid 1940s, Pauls Valley residents began purchasing individual lots in order to create Wacker Park. Since the 1940s, amenities within Wacker Park have expanded rapidly, and the site now contains several recreational structures such as a pavilion, playground, football stadium, and basketball gym. The adjacent property to the west contains a small tributary of the Washita River and west of the tributary is a vacant field which has historically been used for agricultural purposes. According to a review of historic aerial photos, the adjacent property to the west has never changed uses or contained any structures. According to the Pauls Valley Code Enforcement Office, the land west of the small tributary is often referred to as a slough, or swamp-like area. Photos of adjacent properties can be located in Appendix C. 3.11 Environmental (Physical) Setting DEQ reviewed several sources to obtain information on the physical setting of the subject property and its surrounding areas. These sources include: The United States Department of Agriculture Garvin County Soil Survey, United States and Oklahoma Geological Survey, and the Federal Emergency Management Association. The purpose of reviewing the physical setting of the area is to evaluate the sensitivity of the hydrogeology to potential contamination from sources either on or near the site. 3.11.1 Surface Water Characteristics The elevation at the Pauls Valley Armory is approximately 872 feet msl, and the subject property is relatively flat. According to the USGS 7.5’ Quadrangle Topographical Map5 of Pauls Valley found in Appendix A, immediate drainage surrounding the armory appears to be to the west toward the small tributary directly behind the armory. Since a small tributary of the Washita River is located very close to the west side of the armory, it is important to note that proximate sections of the Washita River are in the Draft 2010 303(d) list of impaired water bodies (lead and turbidity) for the State of Oklahoma. This designation impairs the use of fish consumption and the warm water aquatic community. According to the Federal Emergency Management Agency (FEMA)11, the subject property is located adjacent to a special flood hazard area caused by the Washita River. This area is a Zone AE. According to the FEMA website, Zone AE is Phase I TBA Pauls Valley, Oklahoma Armory 15 within an area that could be inundated by a 100 year flood. Zone AE has a determined base flood elevation. The armory structure lies directly east of the flood boundary line. The armory, as well as the adjacent properties to the north, south, and east are outside of the flood hazard area. A map of this information is located in Appendix A. 3.11.2 Soil Characterization According to the Soil Survey of Garvin County, Oklahoma12 , the site consists of the Keokuk silt loam with 0 to 1 percent slopes. This deep, well-drained soil has a high available water capacity. Permeability is moderate, and subsurface runoff is slow. This soil is located on flood plains that are rarely flooded. The surface layer is a dark brown silt loam and is approximately 8 inches deep. The preceding layer is a reddish brown silt loam and is approximately 16 inches deep. The subsoil is red silt loam that extends to a depth of 48 inches. The underlying material is red, stratified very fine sandy loam to a depth of more than 80 inches. Most properties of this soil are favorable for building sites although this soil is subject to rare flooding. 3.11.3 Subsurface Geological & Groundwater Characteristics According to the Oklahoma Geologic Survey (Hydrologic Atlas 3 of the Ardmore and Sherman Quadrangles in Southern Oklahoma)13 , the underlying geology is composed of alluvium and terrace deposits of the Quaternary Age. The deposits are composed of gravel, sand, silt, and clay and include low terraces with a thickness about 25 to 100 feet. These deposits yield moderate to large amounts of water of poor to good quality along major rivers. The bedrock geology consists of bedrock from the Pennsylvanian, Upper Pennsylvanian period. It contains red-brown to gray Oscar Group Shale containing arkosic sandstone and limestone conglomerates near Arbuckle Mountains, Hart limestone at the base with a thickness of 300 to 500 feet, decreasing southeastward. This formation yields small to moderate amounts of water of poor to fair quality. According to the Oklahoma Geologic Survey (Hydrologic Atlas 3 of the Ardmore and Sherman Quadrangles in Southern Oklahoma) Alluvium and terrace deposits along the Washita River may be as thick as 85 feet and commonly have basal gravel. The largest reported yield is 1,200 gpm (gallons per minute) near Pauls Valley, Garvin County. Wells upstream from Pauls Valley generally yield 50 to 200 gpm, and wells downstream yield 10 to 100 gpm. Availability of Groundwater The chemical quality of the water is generally fair to good. This area is underlain by alluvium and terrace deposits along the Washita and Red Rivers and by the Chemical Quality of Ground Water Phase I TBA Pauls Valley, Oklahoma Armory 16 rocks Cretaceous age in the southeastern part of the area. Analyses of water samples show the dissolved-solids content of much of the water to range from 500 to 1,000 mg/l. Water from the area adjacent to the Washita and Red Rivers is of the calcium magnesium bicarbonate type, and water from the aquifers of Cretaceous age is generally of the sodium bicarbonate type. Water usually is suitable for most municipal and irrigation uses; however, because of the sodium content of water from the aquifers of Cretaceous age some application management may be necessary where this water is used to irrigate tight clayey soils. In November 1997, Caldwell Environmental installed four groundwater monitoring wells on the site as part of the Oklahoma Risk Based Corrective Action Tier 1/1A Report (ORBCA). As part of this process they determined ground water flow direction as well as groundwater elevations. The direction of ground water flow is to the northeast. The groundwater elevation was measured on 11/6/1997 at each of the four monitoring well locations: Well #1: 86.25 ft, Well #2: 86.23 ft, Well #3 86.19 ft, Well #4: 86.16 ft. The Ground Water Gradient Map can be found in Appendix B within the ORBCA Report. 3.11.4 Air Characteristics No air emissions or odors were noticed at the subject property or the adjoining properties during the site visit. The DEQ Data Viewer’s7 4.0 RECORDS REVIEW Air Quality layers were searched for air quality permitted facilities. Two air quality permitted facilities were located near the Pauls Valley Armory. Pauls Valley Tank Station (Facility ID 890) is located 0.24 miles northwest of the armory and its status is idle/seasonal. The Pauls Valley Tank Station (Facility ID 104) is located 0.44 miles southwest of the armory and its status is operational. A regulatory database search was conducted by the DEQ. This search included, at a minimum, those records and distances from the site dictated as appropriate in the ASTM standard. The DEQ performed a review of available federal and state databases to assess whether the subject property or proximate properties were listed as having environmental concerns, which could have an adverse impact on the subject property. The following provides a summary of the databases reviewed. Supporting documents from this section can be found in Appendix B. 4.1 Federal National Priorities List (NPL) The EPA database14 was searched for NPL sites near the subject property within the ASTM’s recommended search radius of one mile. The subject property is not a listed NPL site. There are no NPL sites reported within a one-mile radius of the subject property. Phase I TBA Pauls Valley, Oklahoma Armory 17 There is also an EPA database15 4.2 Federal CERCLIS List for delisted NPL sites, which ASTM requires to be reported within ½ mile of the subject property. No delisted NPL sites are within the ½ mile search radius. The EPA database for Comprehensive Environmental Response, Compensation and Liability Act Information System (CERCLIS)16 4.3 Federal RCRA CORRACTs List was searched for active and archived CERCLIS sites on and near the subject property. The ASTM’s recommended search radius of the subject property for both active and archived CERCLIS sites is ½ mile. No active or archived CERCLIS sites were found within ½ mile of the subject property. The EPA database17 4.4 Federal RCRA non-CORRACTS TSD List for Resource Conservation and Recovery Act (RCRA) facilities subject to corrective action was searched within the ASTM’s required minimum distance of one mile of the subject property. There are no RCRA CORRACT facilities within the one-mile radius of the subject property. The EPA database17 & 18 4.5 Federal RCRA Generators List for RCRA facilities not subject to corrective action was searched within the ASTM’s required minimum distance of ½ mile of the subject property. No RCRA non-CORRACT Treatment, Storage and Disposal (TSD) sites are within the ½ mile radius of the subject property. The EPA RCRA Notifiers database19 4.6 Federal ERNS List was searched for RCRA generators within the ASTM’s required minimum search distance of the subject property. The minimum distance is the property and adjoining properties. The subject property did not have any RCRA Notifiers or generators. There are no RCRA Notifier facilities on any of the adjacent properties. The Emergency Response Notification system (ERNS)20 4.7 Federal Institutional Control/Engineering Control Registries maintained by the National Response Center was searched for any hazardous substance releases or spills within the subject property. ASTM requires a minimum search distance of the property only when identifying ERNS cases. No ERNS sites were reported within the property or the adjoining properties. There are no known Federal Institutional Controls/Engineering Controls on the subject property according to the representatives of the subject property. Phase I TBA Pauls Valley, Oklahoma Armory 18 4.8 State-Equivalent NPL DEQ does not have a State-equivalent NPL database. Oklahoma does not have a State Superfund law to establish a State-equivalent NPL database. 4.9 State-Equivalent CERCLIS DEQ does not have a State-equivalent CERCLIS database. 4.10 State Landfill and / or Solid Waste Disposal Sites DEQ regulates landfills and solid waste disposal sites across the State of Oklahoma. State landfills and solid waste disposal facilities were searched in the DEQ database21 4.11 State Leaking UST List within the ASTM required minimum distance ½ mile from the subject property. No permitted landfills or solid waste disposal facilities are located within the search distance of the subject property. The Oklahoma Water Resources Board’s Custom Map Viewer22 was searched to locate any known leaking underground storage tanks (LUSTs) sites located within the ASTM’s minimum search distance of a ½ mile of the subject property. One LUST site is listed within the ½ mile radius. The OWRB map can be found in Appendix B. According to the OWRB Map Viewer, the Pauls Valley Armory site contained one leaking underground storage tank. The tank was located at the southeast corner of the armory building and was used to store gasoline. According to the OWRB database, the UST was installed on 12/31/1952 and was last used in 1982. A fuel release was discovered when a 1,000-gallon steel UST was removed from the site on 9/24/97 by Caldwell Environmental, Inc. At least one dime sized hole was found in the south end of the tank. According to the October 1997 Initial Response and Initial Abatement Report prepared by Caldwell Environmental (found in Appendix B), two samples of native soil were collected from the UST excavation site, sample A and B. Sample A was collected approximately 5 feet below the north end of the UST and sample B was collected approximately 6 feet below the south end of the UST. The analytical results were received by Caldwell Environmental, Inc. on October 2, 1997. Ethylbenzene (46 mg/kg), toluene (84 mg/kg), xylenes (274 mg/kg), and volatile TPH (1,670 mg/kg) were reported above OCC action levels in Sample B. The actual results can be found in the October 1997 Initial Response and Initial Abatement Report prepared by Caldwell Environmental for the Oklahoma Military Department, which is located in Appendix B. A confirmed petroleum release was reported to the Oklahoma Corporation Commission by Caldwell Environmental Associates, Inc. on 10/3/97. The Oklahoma Risk Based Corrective Action Tier 1/1A report analysis also conducted by Caldwell Environmental found that only construction workers, currently and in the foreseeable future, could potentially be exposed to vapors from impacted subsurface soil in the immediate area of the former UST. Four groundwater monitoring wells were installed on site on November 6, 1997. The wells were sampled on the same date. The ground water analytical results were reported below laboratory detection limits. The results can be found in the October 2000 Final Closure Report prepared by Caldwell Environmental for the Oklahoma Military Department which is located in Appendix B. According to the OWRB map data, the tank status is “permanently out of use” and the case status is “closed.” The tank ID number is 2505778. The excavated UST was taken to Washita Pipe & Steel in Chickasha, Oklahoma to be recycled. A certificate of destruction can be found in the November 1997 UST Closure Report prepared by Caldwell Environmental, Inc. for the Oklahoma Military Department. 4.12 State Registered UST Sites The Oklahoma Corporation Commission Petroleum Storage Tank Public Terminal Database23 was searched to locate registered USTs located within the ASTM’s minimum search distance of the subject property and its adjoining properties. The Pauls Valley Armory owned and operated one 1,000 gallon steel, single-walled underground storage tank which was installed on 12/31/1952. The tank contained gasoline.The UST by the name of “Brtry A 1/160 Fa” with the Tank Identification number of 2505778 was located at the southeast corner of the armory building and has been out of service since 1982. On September 24, 1997, the UST was removed and destroyed on site by Caldwell Environmental Associates, Inc. According to the OWRB map data, the tank status is “permanently out of use” and the case status is “closed.” The tank ID number is 2505778. Also according to the OCC Database, three additional tanks were located near the Pauls Valley Armory. A gas station named “Oklahoma Outpost” owned by EZ Serve, Inc. had three single-walled steel USTs installed on 3/5/1981. The tanks were for retail use. Two of the tanks contained gasoline and the third contained diesel. Tank #1 is 10,000 gallons, Tank #2 is 8,000 gallons, and Tank #3 is 6,000 gallons. The tank ID number is 2500697. The three USTs were removed on 6/21/1994 by DETSCO, Inc. Four soil Phase I TBA Pauls Valley, Oklahoma Armory 20 samples were taken at the time of removal and the OCC determined that the facility did not exceed OCC action levels. The facility is considered “closed” by the OCC. 4.13 State Institutional Control/Engineering Control Registries The DEQ institutional control database map was searched to indicate if the site has any institutional controls. There are no known State Institutional Controls/Engineering Controls in effect for this property. 4.14 State Voluntary Cleanup Sites The DEQ Voluntary Cleanup Program (VCP) database24 and the DEQ Dataviewer7 4.15 State Brownfield Sites were searched for VCP sites within the required ASTM search distance of ½ mile of the subject property. No VCP sites are located on or within ½ mile of the Pauls Valley Armory. Map located in Appendix B. The DEQ Brownfield Public Record database25 4.16 Oil and Gas Records was searched for Brownfield sites within the required ASTM search distance of ½ mile of the subject property. No Brownfield sites are located on or within ½ mile of the Pauls Valley Armory. DEQ determined that the subject property has the legal description of SE SE SE NE of Section 7, Township 3 North, Range 1 East. DEQ performed a search of oil and gas records using the Oklahoma Corporation Commission’s Oil & Gas Web Applications website26 . Sections 7 and 8 in Garvin County were searched since the armory site is located very close to the border of the two Sections. DEQ also searched Garvin County land records at the Garvin County Clerk’s Office. Records are located in Appendix B. The results of the search are listed below: 1. O’Connor, Status: Plugged & Abandoned (dryhole), Drilling Finished on 4/15/76, Plugged on 4/15/76 Section 8, Township 3 North, Range 1 East 5.0 SITE RECONNAISSANCE AND INTERVIEWS 5.1 Methodology and Limiting Conditions A site reconnaissance of the subject property, located at 1001 North Ash Street, was performed on 5/23/2011. Savannah Richards and John Reid of the ODEQ met Bud Ramming, Garvin County Emergency Management Director; John Mann, Garvin County Commissioner; and Kenneth Holden, Garvin County Commissioner at the property. Sergeant Barry Waldrop, who previously worked at the armory, was scheduled to be present at the site visit; however, he was absent. He was interviewed at a later date via email and phone27 . The interview form can be found in Appendix C. Mr. Ramming and Mr. Mann introduced Savannah Richards and John Reid to the site and answered questions to the best of their knowledge. Mr. Ramming led Richards and Reid inside the building and gave his knowledge regarding the former use of the building and property and past activities that occurred onsite. All areas of the building were observed noting any environmental conditions that might need additional investigation. The outside area of the subject property was examined thoroughly for observations that might need additional investigation. 5.2 General Site conditions The Pauls Valley Armory was constructed in 1950. The building was empty with the exception of several County Vehicles that were being stored in the Drill Floor room. The armory is in fairly good condition with the exception of the roof of the Shop/FMSC Motorpool room, which is leaking. The following are general site conditions that were investigated on the subject property. No ASTs are on the subject property or adjacent properties. Aboveground Storage Tanks (ASTs) No landfills, dumping, or disturbed soil was found on the subject property. Landfills and/or Dumping No impoundments are on the subject property and the adjacent properties. The adjacent property to the north is the former drinking water treatment plant for the City of Pauls Impoundments Phase I TBA Pauls Valley, Oklahoma Armory 22 Valley. During the site visit, the interior former plant was not accessible due to the presence of a security gate. There may be impoundments on this adjacent property. No monitoring wells are currently present on the subject property or adjacent properties. However, in October 1997, four soil borings were drilled on the armory property, and four monitoring wells were installed. All groundwater analytical results were reported below laboratory detection limits. The wells were properly plugged according to OWRB regulations on 9/19/00. According to the Oklahoma Water Resources Board Custom Map Viewer Monitoring Wells 22 , there are eight monitoring wells within ½ mile of the Pauls Valley Armory located within Sections 7 and 8, Township 3 North, Range 1 East. The armory is located very close to the boundry line of the two sections. All the wells within a ½ mile of the armory are located south of the Armory. 1. Well owner: Pauls Valley Public Schools, Well ID: 52173, Use of Well: Water Quality, Date well or boring was completed: 5/10/00, Hole diameter 7.75 in to 22 ft 7. Well owner: Pauls Valley Public Schools, Well ID: 52174, Use of Well: Water Quality, Date well or boring was completed: 5/10/00, Hole diameter 7.75 in to a depth of 23 ft 1. Well Owner: Oklahoma National Guard, Well ID: 65327, Date well or boring was completed: 11/6/97, Use of well: Site Assessment, Hole diameter 6.5 in to a depth of 14 ft Section 7, Township 3 North, Range 1 East: No disturbed and/or stained soils were observed at the subject property. There was no stressed vegetation of concern. Disturbed and Stained Soils Phase I TBA Pauls Valley, Oklahoma Armory 23 No seeps of any kind were observed at the subject property. Seeps No chemical spills were observed at the subject property at the time of the site visit. Chemical Spills No farm waste was observed at the subject property. Farm Waste No evidence of pesticide misapplications were detected during the site visit. Known Pesticide Misapplication No discharges and/or runoff were observed from any of the adjacent properties that would affect the subject property at the time of the site visit. However, the adjacent property to the west of the armory is a small tributary of the Washita River. The small water body is located approximately 350 feet west of the armory. There was no visible water in the creek at the time of the site visit, although the creek bed was heavily vegetated. There were small berms constructed near the banks of the creek (west side of the armory) to prevent flooding in the direction of the Armory. Discharges and Runoff from Adjacent Property Affecting the Site No petroleum products were located inside the Armory or on the premises of the subject property at the time of the site visit. Petroleum Products Since many of the State armories were built before the 1970s, there is a high potential of finding asbestos containing material (ACM) in the armory buildings. The U.S. began banning the use of asbestos in most building products in the 1970s due to studies confirming the harmful health effects caused by exposure to airborne asbestos. ACM may be found in the insulation wrapping of the heating pipes and/or heaters, roofing materials, ceiling tiles, window putty, mastic, and floor tiles. Floor tiles that are 9 x 9 inches have been found to usually contain ACM. Asbestos The building may contain ACM. In the east Classroom there is exposed yellowish brown mastic on the floor where tile flooring was removed. Potential/suspect ACM insulated pipe was found throughout the armory in the following locations: • Closet at the north end of the hallway attached to wall and above ceiling tiles • FDC room on west side of hallway located above ceiling tiles • NBC room on west side of hallway above ceiling tiles • Latrine #1 above ceiling tiles and latrine #2 attached to ceiling • Kitchen above water heater and furnace • Wall of drill floor room • Roofing material of drill floor room Phase I TBA Pauls Valley, Oklahoma Armory 24 The insulated piping can be found throughout the armory above the ceiling tiles. The areas of concern listed above were visible due to missing ceiling tiles or because the piping was attached to a wall. Lead-based paint was commonly used until 1978, when its use in residential paints was restricted in the United States. It is unknown if the paint inside the building contains lead. Suspect lead-based paint was located in several locations throughout the armory. Potential/suspect lead-based paint was found in the following locations: Lead-Based Paint • Hallways and classrooms in the armory contained red and yellow paint details • Peeling cream colored paint on ceiling of latrine #1 • Peeling cream colored paint on ceiling of storage room • Peeling brown/tan paint on drill floor room garage doors • Peeling cream/tan paint on windows in the shop/FMSC motorpool • Peeling and chipping red paint located above armory entrance (east side of building, outdoors) • Peeling yellow and tan outdoor paint on windows (south side of building) No mercury or mercury containing products or equipment were found at the armory during the site visit. Mercury One transformer was located near the road in front of the armory by the southeast corner of the building. The transformer is in good condition with no signs of leaking PCBs. No markings were observed on the exterior of the transformer. Transformers/PCB Equipment 5.3 External Observations The exterior of the armory is in fairly good condition. A large portion of the west side of the building is fenced with chain link (area behind the Shop/FMSC Motorpool). The fenced in area is mostly gravel and weeds and was previously used as a vehicle compound. A gate is located on the north side of the fenced area. Chipped and peeling paint was found on several exterior windows (south side of building) and building trim (above entrance) that could potentially be lead-based. No stressed vegetation or stained soils were found on the subject property. Photographs of the external view of the site can be found in Appendix C. 5.4 Internal Observations The Pauls Valley Armory is a one story building and is approximately 9,880 square feet and sits on approximately two acres. The building was mostly empty with the exception of several County vehicles that were being stored inside the Drill Floor room. The roof of the Shop/FMSC Motor Pool room was in poor condition and has a leak. At the time of the site visit, there was a small puddle in the center of the Shop/FMSC Motor Pool. Phase I TBA Pauls Valley, Oklahoma Armory 25 There are several recognized environmental conditions inside the building that may need additional investigation. The potential asbestos containing materials (insulated piping) and areas that potentially contain lead-based paint (window sills, ceilings, and walls) warrant further investigation. There is also a radiation sign on the door used to enter the Drill Floor room (at south end of hallway). During the site visit no one was sure what radioactive materials were stored within the armory. Photographs of the internal view of the site can be found in Appendix C. 5.5 Interviews The site visit took place on 5/23/11. During the site visit, the following people were present: Bud Ramming, Garvin County Emergency Management Director; John Mann, Garvin County Commissioner; and Kenneth Holden, Garvin County Commissioner. None of these people had previously worked within the armory. However, they were all fairly familiar with the site’s history. Ramming indicated that he did not believe that the piping insulation in the armory contained asbestos based on the age of the armory, although he never worked within the armory, and I would not consider him to have specialized knowledge about the site. He also indicated that he did not believe the paint to be lead-based. Sergeant Barry Waldrop, who previously worked at the armory in facility maintenance, was scheduled to be interviewed during the site visit; however, he was absent. He was interviewed on 6/14/2011 via email and phone27 . His interview did not reveal any new environmental concerns associated with the property. Pauls Valley Historian, Adrienne Grimmett, was consulted many times throughout the completion of this report9 . Although she had never worked in the armory, she had a wealth of information about the adjacent properties and the site’s history. She provided most of the adjacent property information, and she provided a written, early historical account of the Pauls Valley Armory, which can be found in Appendix E. Adrienne was aware of the presence of an underground storage tank on the site. She indicated that it may have been removed, which was consistent with the Oklahoma Corporation UST Database search. City of Pauls Valley Code Enforcement Officer J.R. Giboney10 6.0 FINDINGS was also consulted to uncover information about the history of the armory and adjacent properties. His information was consistent with the information provided by Adrienne Grimmett, however; Giboney’s recollection of the site’s history was taken mostly from memory and personal account. Summarized below are the major findings from this Targeted Brownfield Assessment and DEQ’s recommendations. The major findings of the highest environmental concern are presented first. Site photos can be found in Appendix C. Phase I TBA Pauls Valley, Oklahoma Armory 26 • A Radiation Sign is located at the south end of the hallway on the door leading into the Drill Floor. During the site visit, none of the representatives from the County were aware of the radioactive materials that may have been stored at the site. • Potential asbestos containing materials (ACM) were observed throughout the armory in the form of insulated piping, roofing materials, and window sealant. Below are specific areas of concern within the armory: • Insulated piping in closet at the north end of the hallway attached to wall and above ceiling tiles • Insulated piping in FDC room on west side of hallway located above ceiling tiles • Insulated piping in NBC room on west side of hallway above ceiling tiles • Insulated piping in latrine #1 above ceiling tiles and latrine #2 attached to ceiling • Insulated piping in Kitchen above water heater and furnace • Insulated piping on wall of drill floor room • Potential ACM in roofing of drill floor room • Potential ACM in window sealant in the Shop/FMSC Motorpool • Potential ACM mastic on the floor in the classroom where tile was removed • Potential lead-based paint was observed throughout the armory in the following locations: • Hallways and classrooms in the armory contained red and yellow paint details • Peeling cream colored paint on ceiling of latrine #1 • Peeling cream colored paint on ceiling of storage room • Peeling brown/tan paint on drill floor room garage doors • Peeling cream/tan paint on windows in the shop/FMSC motorpool • Peeling and chipping red paint located above armory entrance (east side of building, outdoors) • Peeling yellow and tan outdoor paint on windows (south side of building) • Former Leaking Underground Storage Tank The Pauls Valley Armory site contained one leaking underground storage tank. The tank was located at the southeast corner of the armory building and was used to store gasoline. According to the OWRB database, the UST was installed on 12/31/1952 and was last used in 1982. A fuel release was discovered when a 1,000-gallon steel UST was removed from the site on 9/24/97 by Caldwell Environmental, Inc. According to the October 1997 Initial Response and Initial Abatement Report prepared by Caldwell Environmental (found in Appendix B), two samples of native soil were collected from the UST excavation site. A confirmed petroleum release was reported to the Oklahoma Corporation Commission by Caldwell Environmental Associates, Inc. on 10/3/97. The Oklahoma Risk Based Corrective Action Tier 1/1A report analysis also conducted by Caldwell Environmental found that only construction workers could potentially be exposed to indoor vapors from impacted subsurface soil in the immediate area of the Phase I TBA Pauls Valley, Oklahoma Armory 27 former UST. Four groundwater monitoring wells were installed on site on November 6, 1997. The wells were sampled on the same date. The groundwater analytical results were reported below laboratory detection limits. The results can be found in the October 2000 Final Closure Report prepared by Caldwell Environmental which is located in Appendix B. According to the OWRB map viewer data, the tank status is “permanently out of use” and the case status is “closed.” • Records Review Findings • No National Priorities Listed or de-listed sites within ½ mile of the armory • No active or archived CERCLIS sites were found within ½ mile of the armory • No RCRA CORRACT facilities within the 1 mile radius of the armory • No RCRA non-CORRACT Treatment, Storage and Disposal (TSD) sites are within ½ mile of the armory • No RCRA Notifier facilities or generators on the armory property or its adjoining properties • No Emergency Response Notification System (ERNS) sites (hazardous substance releases or spills) reported on the armory property or on adjoining properties • No known Federal Institutional Controls/Engineering Controls on the subject property • No known Federal Institutional Controls/Engineering Controls are located on the property • No permitted landfills or solid waste disposal facilities are located within ½ mile of the armory • Two State Registered UST Sites were located within the search distance of the subject property and adjacent property using the Oklahoma Corporation Commission’s Petroleum Storage Tank Public Terminal Database. 1. The Pauls Valley Armory owned and operated one 1,000 gallon steel, single-walled underground storage tank which was installed on 12/31/1952. The tank contained gasoline. The UST by the name of “Brtry A 1/160 Fa” with the Tank ID of 2505778 was located at the southeast corner of the armory building and has been out of service since 1982. On September 24, 1997, the UST was removed by Caldwell Environmental Associates, Inc. According to the OWRB map data, the tank status is “permanently out of use” and the case status is “closed.” The tank ID number is 2505778. 2. Three additional tanks were displayed on the OCC Map Viewer as being adjacent to the Pauls Valley Armory. A gas station named “Oklahoma Outpost” owned by EZ Serve, Inc. had three single-walled steel USTs installed on 3/5/1981. The tanks were for retail use. Two of the tanks contained gasoline and the third contained diesel. Tank #1 is 10,000 gallons, Tank #2 is 8,000 gallons, and Tank #3 is 6,000 gallons. The tank ID number is 2500697. The three USTs were removed on 6/21/1994 by DETSCO, Inc. Four soil samples were taken at the time of removal and Phase I TBA Pauls Valley, Oklahoma Armory 28 the OCC determined that the facility did not exceed OCC action levels. The facility is considered “closed” by the OCC. • There are no known State Institutional Controls/Engineering Controls in effect for this property • No Voluntary Cleanup Program sites are located on or within ½ mile of the armory • No Brownfield sites are located on or within ½ mile of the armory • The DEQ performed a search of oil and gas records using the Oklahoma Corporation Commission’s Oil & Gas Web Applications website of Sections 7 and 8 in Garvin County. One well was located in Section 8 and five were located in Section 7. 7.0 OPINION AND RECOMMENDATIONS Based on the findings of this assessment, DEQ recommends that additional investigation be conducted to evaluate areas of the property that may need future clean-up and remediation. Areas of additional evaluation consist of the following: • Further investigation of the Radiation Sign located at the south end of the hallway on the door leading into the Drill Floor should be conducted by the DEQ Radiation Team. During the site visit, none of the representatives from the County were aware of the radioactive materials that may have been stored at the site. • Potential asbestos containing materials (ACM) are located throughout the armory in the form of insulated piping, roofing materials, and window sealant/putty. Below are specific areas of concern within the armory that warrant asbestos testing: • Insulated piping in closet at the north end of the hallway attached to wall and above ceiling tiles • Insulated piping in FDC room on west side of hallway located above ceiling tiles • Insulated piping in NBC room on west side of hallway above ceiling tiles • Insulated piping in latrine #1 above ceiling tiles and latrine #2 attached to ceiling • Insulated piping in Kitchen above water heater and furnace • Insulated piping on wall of Drill Floor room • Potential ACM in roofing of Drill Floor room • Potential ACM in window sealant in the Shop/FMSC Motorpool • Potential ACM mastic on the floor in the Classroom where tile was removed • Potential lead-based paint is located throughout the armory. The following locations warrant lead-based paint testing: • Hallways and classrooms in the armory contained red and yellow paint details Phase I TBA Pauls Valley, Oklahoma Armory 29 • Peeling cream colored paint on ceiling of Latrine #1 • Peeling cream colored paint on ceiling of Storage Room • Peeling brown/tan paint on Drill Floor garage doors • Peeling cream/tan paint on windows in the Shop/FMSC motorpool • Peeling and chipping red paint located above armory entrance (east side of building, outdoors) • Peeling yellow and tan outdoor paint on windows (south side of building) 8.0 DATA GAPS Section 3.2.20 (ASTM 1527-05)4 defines a data gap as “a lack or inability to obtain information required by the practice despite good faith efforts of the environmental professional to gather such information.” The following data gaps were found while conducting this report: • No information was located regarding the radiation sign located on the entrance to the Drill Floor. • The interview with Barry Waldrop, former facility maintenance worker, did not reveal any additional information regarding the site. Furthermore, in the interview questionnaire located in Appendix C, he stated that sand from the firing range was used for an unknown purpose. It was later confirmed via email that there has never been a firing range at the Pauls Valley Armory, and that he was mistaken. There is no record or evidence of a firing range within the Pauls Valley Armory property. • When researching the State Registered Underground Storage Tanks at the Oklahoma Corporation Commission, three additional USTs showed up on the OCC map viewer as being adjacent to the armory. However, the registered address for the “Oklahoma Outpost” USTs is 5 ½ mi. E. Highway 19 in Pauls Valley. Highway 19 is located, at the closest, 0.65 miles south of the armory. Although these tanks showed up as being adjacent to the armory on the OCC dataviewer, it is believed that these USTs are not actually located on a property adjacent to the armory, but somewhere along Highway 19 over ½ mile south of the armory. • The adjacent property to the north of the armory is the former Pauls Valley drinking water treatment plant. During the site visit, access to this property was prohibited due to the presence of a security fence. It is unclear if any impoundments or chemical storage exists within the boundary of this adjacent site. The representatives for Garvin County DEQ Environmental Complaints and Local Services (Ada, OK DEQ Office) were contacted through email about potential and past environmental concerns surrounding the former plant on 6/21/11, and no response was received prior to the submission of this report. Phase I TBA Pauls Valley, Oklahoma Armory 30 9.0 CONCLUSIONS DEQ has performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E 1527-05 of property located [1001 North Ash Street, Pauls Valley, Oklahoma]. Any exceptions to, or deletions from, this practice are described in Section [10.0] of this report. This assessment has revealed no evidence of recognized environmental conditions in connection with the property except for the following: the radiation sign observed on entrance of Drill Floor room, potential asbestos containing materials and lead-based paint observed throughout the armory building, and the former leaking underground storage tank belonging to the armory (which has been removed and assigned “closed” by Oklahoma Corporation Commission). The information provided in this assessment is to assist Garvin County in its revitalization planning as well as meet the All Appropriate Inquiry requirement of the landowner liability protections under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA, better known as Superfund) 2, as provided in the Small Business Relief and Brownfield Revitalization Act of 2002 (Public Law 107-118, Subtitle B) 3 10.0 ADDITIONAL SERVICES . Her responsibilities include: project management of various Voluntary Cleanup sites across the state, NEPA coordinator for the Tar Creek voluntary buyout of residents, conducting and reviewing Targeted Brownfield Assessments, serving on agency-wide GIS policy making committee, and training DEQ Land Protection Division staff on GPS receivers. Qualifications of Environmental Professionals Savannah Richards holds a Bachelors Degree in Environmental Science from Oklahoma State University and a Masters Degree in Regional and City Planning from the University of Oklahoma. Mrs. Richards has sampling and field work experience from her previous work at Oklahoma State University in the Environmental Soil Chemistry & Analytical Laboratory and her internship at HNTB Corporation in Dallas, Tx where she worked as an Environmental Planning Intern. She is an Environmental Intern for the Brownfields Unit within the Land Protection Division of the Department of Environmental Quality. Her responsibilities include performing Targeted Brownfield Assessments, creating GIS maps for various projects, and assisting with field work and sampling.

Targeted Brownfield Assessment of the Pauls Valley Armory was performed in accordance with the ASTM E 1527-05, a guide for conducting Environmental Site Assessments. Savannah Richards of the Oklahoma Department of Environmental Quality (DEQ) performed the site reconnaissance on 5/23/11. The subject property is located in the City of Pauls Valley on lots 3 and 4 of Block 224 in Garvin County, Oklahoma. The legal description is SE SE SE NE of Section 7, Township 3 North, Range 1 East. The site’s official address is 1001 North Ash Street, Pauls Valley, Oklahoma. The site is located northwest of the Wacker Park Senior Citizens Center and south of the former Pauls Valley Water Treatment Plant. According to the Oklahoma Military Department, the Armory was constructed in 1950. A cursory summary of findings is provided below. However, details were not included or fully developed in this section, and the report must be read in its entirety for a comprehensive understanding of the items contained herein. • A fuel release was discovered when a 1,000-gallon steel underground storage tank (UST) was removed from southeast corner of the armory property on 9/24/97. The tank is named Btry A 1/160 FA (2505778), and was used by the OKARNG to store gasoline. At least one dime size hole was found in the south end of the tank. The amount of fuel released is unknown. A confirmed release was reported to the Oklahoma Corporation Commission on 10/2/97. In October 1997, four soil borings were drilled, four monitoring wells were installed, and soil and ground water samples were collected at the site. The groundwater analytical results were reported below laboratory detection limits. The low concentration of volatile chemicals found in the subsurface soils did not pose an unacceptable current or future health risk. Soil contamination is mentioned in more detail in Section 4.11. The Oklahoma Risk Based Corrective Action analysis submitted to the OCC in December 1997 found that only construction workers, currently and in the forseeable future, could be exposed to vapors from impacted subsurface soil in the immediate area of the former UST excavation. Based on the sample results, the OCC considers the case to be “closed.” However, the total petroleum hydrocarbons exceed DEQ Tier 1 Generic Cleanup levels for TPH28 in soil in an industrial setting. Since the contaminated soil was not removed from the subject property, this is considered to be a recognized environmental condition (REC). • Also during the site visit, potential asbestos containing materials were observed throughout the armory. In the east Classroom exposed yellowish brown mastic was observed on the floor where tile flooring was removed. The potential ACM is considered a recognized environmental condition (REC) and should be further investigated. Potential/suspect ACM insulated pipe was found throughout the armory in the following locations: • Closet at the north end of the hallway attached to wall and above ceiling tiles • FDC room on west side of hallway located above ceiling tiles Phase I TBA Pauls Valley, Oklahoma Armory 7 • NBC room on west side of hallway above ceiling tiles • Latrine #1 above ceiling tiles and latrine #2 attached to ceiling • Kitchen above water heater and furnace • Wall of drill floor room • Roofing material of drill floor room • Also during the site visit, potential lead-based paint was observed on the interior and exterior of the armory. The presence of potential lead-based paint within the armory is considered to be a recognized environmental condition (REC) and should be further investigated. Potential lead-based paint was observed throughout the armory in the following locations: • Hallways and classrooms in the armory contained red and yellow paint details • Peeling cream colored paint on ceiling of Latrine #1 • Peeling cream colored paint on ceiling of Storage Room • Peeling brown/tan paint on Drill Floor room garage doors • Peeling cream/tan paint on windows in the Shop/FMSC Motor Pool • Peeling and chipping red paint located above armory entrance (east side of building, outdoors) • Peeling yellow and tan outdoor paint on windows (south side of building) • During the site visit, a radiation sign was observed at the south end of the hallway on the door leading into the Drill Room Floor. During the site visit, none of the representatives from the County were aware of the radioactive materials that may have been stored at the site. The presence of this sign should be further investigated. • No National Priorities List (NPL) or delisted NPL sites, active Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) site listings, Resource Conservation and Recovery Act (RCRA) Corrective Action (CORRACTS) and non-CORRACTS Treatment, Storage, or Disposal (TSD) listings, Emergency Response Notification System (ERNS) list, State-equivalent NPL or CERCLIS lists, or State landfills and/or solid waste disposal sites were found on the subject property or within the ASTM minimum search radii. No archived CERCLIS site listings, RCRA generators, or Voluntary Cleanup Program (VCP) sites were found on the subject property or the minimum search radii. No Brownfield sites were found on the subject property and the minimum search radii either. • The Pauls Valley Armory does not contain an indoor firing range (IFR). 2.0 INTRODUCTION The Oklahoma Department of Environmental Quality under a Brownfield Assistance Agreement (No. RP96681001-0)1 with the U.S. Environmental Protection Agency (EPA) conducted a Targeted Brownfield Assessment of the Pauls Valley, Oklahoma National Guard Armory. The Phase I TBA Pauls Valley, Oklahoma Armory 8 subject property will be used by Garvin County in the future for the storage of documents and temporary office space. Property ownership was transferred to Garvin County on 1/19/11. 2.1 Purpose The purpose of this assessment is to look at the environmental conditions within the target area and provide this information to the City of Pauls Valley to assist in its revitalization planning as well as meet the All Appropriate Inquiry requirement of the landowner liability protections under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA)2, better known as Superfund, as provided in the Small Business Relief and Brownfield Revitalization Act of 2002 (Public Law 107- 118, Subtitle B)3 . The purpose of a Phase I Environmental Site Assessment is to identify, to the extent feasible, recognized environmental conditions in connection with the target property through a systematic review of readily available information sources and a site reconnaissance. The Phase I will also be used to guide DEQ’s cleanup efforts at the Armory. DEQ is providing technical assistance to the project by evaluating the environmental condition of the property prior to the County acquiring the property. Funding for this assessment has been provided by the U.S. EPA. 2.2 Detailed Scope-of-Services The DEQ examined the current use of the property and then identified the historical uses of the property to determine if recognized environmental conditions exist. The DEQ examined historical documents, governmental databases, oil and gas records, aerial photographs, Sanborn Fire Insurance Maps, conducted interviews, and a site reconnaissance of the area. A good faith effort was made to identify possible environmental conditions that might affect the revitalization of the property. 2.3 Significant Assumptions History and knowledge of the subject property shows that the building was used as a National Guard Armory. According to the Oklahoma Military Department, the Armory was constructed in 1950. According to records supplied by Pauls Valley Historian Adrienne Grimmett, an open house for the Armory was held in November of 1956. There is evidence that the National Youth Administration building located directly south of the armory was used for housing equipment and offices for the company until construction of the Armory could be carried out. Since the building was constructed in the 1950s, the building is likely to contain ACM. The U.S. began banning the use of asbestos in most building materials in the 1970s due to studies confirming the harmful health effects caused by exposure to airborne asbestos. Pipe insulation and suspect mastic from floor tiles were observed in the building during the site reconnaissance conducted on May 23, 2011. The Armory building also most likely contains lead-based paint. Phase I TBA Pauls Valley, Oklahoma Armory 9 2.4 Limitations and Exceptions The purpose of an environmental site assessment is to identify actual or potential “recognized environmental conditions” that may result in liability, land use restrictions, or cause delays in revitalization. The ASTM Phase I Environmental Site Assessment (E 1527 – 05)4 is the minimum standard for environmental due diligence in the commercial real estate industry and meets the standard for All Appropriate Inquiry under the Small Business Liability Relief and the Brownfield Revitalization Act of 2002. A diligent effort in accordance with generally accepted good commercial and customary standards and practices was undertaken to identify the “recognized environmental conditions” that might affect the revitalization project. However, the identification of old hazardous waste sites is an evolving process; therefore, DEQ cannot state with absolute certainty that no other potential hazardous waste sites are located in the area. This assessment was conducted under constraints of time, cost, and scope and reflects a limited investigation and evaluation. It reflects the normal degree of care and skill that is ordinarily exercised by environmental professionals conducting business in this or similar localities. In no event shall the DEQ or its employees be liable for any damages, injury, loss, cost or expense whatsoever arising in connection with the use or reliance on the information contained in this report, except as otherwise provided by law. The information in this report is based on a review of governmental records, interviews with knowledgeable residents in the community, information provided by the City of Pauls Valley, the Oklahoma Military Department, and observations of the environmental professional. The result of this assessment, as written in this report, is valid as of the date of the report. The assessment does not include sampling of soil, groundwater, surface water, or air. 2.5 Special Terms and Conditions This assessment report has been prepared for Garvin County by the DEQ using EPA funding. Information in this report will be provided to the EPA for its files. This report and the working file are public record and subject to the Oklahoma Open Records Act and the Federal Freedom of Information Act. 3.0 SITE CHARACTERIZATION AND HISTORY 3.1 Location and Legal Description The subject property is located on 1001 North Ash Street, Pauls Valley, Oklahoma. According to the City of Pauls Valley Code Enforcement Office, the site is located on lots 3 and 4 of Block 224, in the City of Pauls Valley. The approximate legal location for the site is SE SE SE NE of Section 7, Township 3 North, Range 1 East. A site map of the property is provided in Appendix A of this report. According to historic records obtained from Adrienne Grimmett, Pauls Valley Historian, the heavy mortar company of the 179th Infantry Regiment of the 45th Division was moved Phase I TBA Pauls Valley, Oklahoma Armory 10 to Pauls Valley, February 4, 1949 and was scheduled to be activated soon with Harold Liles, Assistant Garvin County Farm Agent, becoming the company commander. This company was moved to Pauls Valley from Altus, Oklahoma. According to historic records, an open house for the Armory was held in November of 1956. Historic information about the armory can be found in Appendix E. Records at the Garvin County Courthouse were searched to determine ownership and operational history of the subject property. See Appendix D for copies of these documents. Block 224 within the City of Pauls Valley was searched. The following records were located in the Garvin County Commissioners Office: • 1/28/1907: Land sold by Choctaw & Chickasaw Nations to Tom Grant, Executor of the Estate of J. Grant, Deceased, Lots 3,4,7,8, and 11 of Block 224 • 3/23/1909: Warranty Deed, Tom Grant deeds land to the City of Pauls Valley, Lots 3, 4, 7, and 8 of Block 224 • 9/4/1922: Release of Real Estate Mortgage, Pauls Valley Athletic Association & Pauls Valley Board of Education, 10 year lease contract, Lots 3, 4, 5, 6, 7, 8 of Block 224 • 1/11/1927: Easement, City of Pauls Valley sells a small perpetual easement to the State of Oklahoma, a strip of land lying in Blocks 223 and 224 • 1/26/1946: Oil and Gas Lease, Agreement made between the City of Pauls Valley and the Pecos Valley Alfalfa Mill Company, Lots 1 through 9 in Block 224 • 10/01/1949: Warranty Deed, Between the Board of City Commissioners of the City of Pauls Valley and the State of Oklahoma acting as the trustee for the Oklahoma National Guard, Lots 3 and 4 of Block 224 • 10/01/1949: Resolution, Pauls Valley City Commission granted a site for the armory to the State of Oklahoma as trustee for the Oklahoma National Guard, Lots 3 and 4 of Block 224 • 12/09/2010: Quitclaim Deed, The State of Oklahoma acting by and through the Oklahoma Military Department quitclaims the property to Garvin County, Oklahoma, Lots 3 and 4 of Block 224 3.2 Site and Vicinity Characterization The subject property is bordered on the south by a city-owned Works Progress Administration (known as the N.Y.A building) structure which was historically used as a cannery, community center, transportation offices, senior citizen and community activities, equipment storage and offices for the OKARNG in the 1950s, Delta Public Transit Offices, and as the Washita Valley Museum. The stone structure is approximately ninety years old. The subject property is bordered on the west by a small tributary of the Washita River, on the north by the former Pauls Valley Drinking Water Treatment Plant, and on the east by the Pauls Valley Senior Citizens Center and Wacker Park. A USGS topographical map indicated that the surface elevation of the subject property is approximately 872 feet above mean sea level (msl). It appears as if the area around the Phase I TBA Pauls Valley, Oklahoma Armory 11 subject property is relatively flat and low lying. According to the U.S. Geological Survey 7.5’ Quadrangle topographical map5 of Pauls Valley, local drainage appears to be to the North and slightly Northwest due to the elevation of the river being 870 feet msl and the area to the south of the armory being 880 feet msl and the area to the East and Southeast of the armory being 875 feet msl (the 875 foot line can be seen running through town). Regional drainage appears to be to the Southeast. A tributary of the Washita River is approximately 350 feet west of the Armory. The topographical map can be found in Appendix A. 3.3 Description of Structures, Roads, and Other Improvements The structure of the Armory is in good condition. The roof of the main building and Drill Floor are both in good condition. A portion of the roof of the Shop/FMSC Motorpool is damaged and leaks, as seen in site visit photos located in Appendix C. Roads surrounding the Armory are in good condition. All roads are constructed of cement. The vehicle compound behind the Armory consists of gravel and weeds. The interior of the armory was clean and in fairly good condition. The vegetation around the armory property was mowed. Adjacent properties, which consist of Wacker Park (east), the National Youth Administration (NYA) Building (south), and the Pauls Valley former drinking water treatment plant (north) are in good condition. The adjacent property to the west consists of a small tributary of the Washita River, which was heavily vegetated. 3.4 Owner, Property Manager, and Occupant Information The subject property has been owned by Garvin County since December 2010. The DEQ Site Cleanup Assistance Program (SCAP) is in charge of identifying environmental hazards and conducting the cleanup of the Armory. 3.5 Information Reported by User Regarding Environmental Lien or Specialized Knowledge or Experience Barry Waldrop, an Armory representative formerly involved in facility maintenance at the Pauls Valley Armory, reported no knowledge of environmental liens on the subject property. 3.6 Commonly Known or Reasonably Ascertainable Information Barry Waldrop, one of the people formerly in charge of facility maintenance at the Pauls Valley armory, did not have any commonly known or reasonably ascertainable information within the local community about possible environmental conditions on the property. However, local historian, Adrienne Grimmett, was aware of the removal of one underground storage tank at the armory. Most information concerning the history of adjacent properties was obtained from Adrienne Grimmett and the City of Pauls Valley Code Enforcement Officer, J.R. Giboney. Phase I TBA Pauls Valley, Oklahoma Armory 12 3.7 Valuation Reduction for Environmental Issues Valuation of the property is outside the scope of this assessment. A professional appraiser should be consulted to place a value on the property. 3.8 Current Use of the Property Currently, the Armory is vacant and being utilized by the owner, Garvin County, only for the storage of several trailers in the Drill Floor. According to Garvin County officials, the site will be used to store County documents and potentially house temporary offices during the renovation of the Garvin County Courthouse. 3.9 Past Use of the Property 3.9.1 Review of Aerial Photographs Historic aerial photographs were searched to view the changes to the property over time. Aerial photographs from 1940, 1956, 1995, 2003, and 2008 were obtained. The earliest aerial photograph on record for the subject property was taken in 1940. This photograph was obtained from the Oklahoma Department of Libraries6. The 1956 aerial was obtained from ODEQ’s Central Records Office. The 1995, 2003, 2008, and 2010 aerial photographs were obtained from the DEQ Data Viewer7 . These aerial photographs are located in Appendix A. The following represents a summary of what was found at the subject property from each photograph. The Pauls Valley Armory was constructed in 1950, thus it is not present in the 1940 aerial photograph. The adjacent property to the north of the armory site housed the Pauls Valley Water Treatment Plant. In 1940, there were two buildings near the future armory site. The building located directly south of the armory site (t-shaped building) was built in the 1930s by the Works Progress Administration (this building remains standing today). It is referred to as the N.Y.A. Building (National Youth Administration). The use of the building located to the west of the armory site is currently unknown, and does not exist in the 1956 aerial photograph. The property adjacent to the armory site to the west consists of a tributary of the Washita River and an open field west of the river. The adjacent properties to the northeast were residential. 1940 aerial photograph The armory building is first present in the 1956 aerial photograph. The elongated rectangular building that can be seen west of the armory site in the 1940 aerial photo is no longer present in the 1956 aerial. In the mid-1940s, Wacker Park was established to the east of the armory site. The initial development of Wacker Park is visible in the 1956 aerial photograph when compared to the 1940 aerial. The 1956 aerial photograph Phase I TBA Pauls Valley, Oklahoma Armory 13 N.Y.A. Building remains south of the armory, and the Pauls Valley Drinking Water Treatment plant remains the northern adjacent property. In the 1995 aerial, Wacker Park contains several structures such as public restrooms, a pavilion, barns, football stadium, and gym. The adjacent property to the north of the armory remained the same as the Pauls Valley Water Treatment Plant. The adjacent property to the west is a tributary of the Washita River and west of the river is a pasture (potentially used for agriculture). The adjacent property to the south remains the same as the N.Y.A. Building. 1995 aerial photograph The 2003 aerial photograph appears to have no change from the 1995 photograph except for several additions and upgrades to the Wacker Park facilties. 2003 aerial photograph No changes appear between 2003 and 2008 aerial photographs except for the construction of the Senior Citizens Center to the south east of the armory. In 2003, the site consisted of a construction site, and in 2008 the building is visibly completed. 2008 aerial photograph The only difference between the 2008 and 2010 aerial photo is that the 2010 aerial includes additional improvements to Wacker Park such as the construction of a new recreation center. 2010 aerial photograph 3.9.2 Fire Insurance Maps Sanborn Fire Insurance Maps were viewed from the Oklahoma Department of Libraries website8 . No maps indicate the location of the armory, as it was constructed after the last Sanborn map available, dated 1942. The armory was constructed in 1949. However, the adjacent property to the north, the former Pauls Valley Drinking Water Treatment Plant, can be found on Sanborn Maps dating back to 1903. Sanborn maps from 1903, 1909, 1914, 1923, and 1930 can be found in Appendix A. 3.10 Current and Past Uses of Adjoining Properties The adjoining property to the north of the armory is the former site of the Pauls Valley Drinking Water Treatment Plant. Evidence of the Drinking Water Treatment Plant location dates back to the December 1903 Sanborn Map. In September of 2010, the plant was shut down and relocated approximately 0.12 miles south to 916 N. Hill Street in Pauls Valley. The adjacent property to the south contains a building that was constructed in the 1930s by the Works Progress Administration. Pauls Valley community members refer to the building as the N.Y.A. Building (National Youth Administration). This property is part of Wacker Park, and is owned by the City of Pauls Valley. According to Pauls Valley Historian, Adrienne Grimmett9, in the 1930s the building was used for many Phase I TBA Pauls Valley, Oklahoma Armory 14 purposes such as a cannery and dance hall, and was later turned into a community center complete with a small auditorium and ceramics workshop. During 1949, the N.Y.A. Building was used for housing equipment and offices for the Oklahoma Army National Guard until the construction of the armory could be completed. The building has since housed such uses as the Washita Valley Museum, as well as offices for Delta Public Transit, a rural public transit service funded by the Oklahoma Department of Transportation. According to a phone interview with J.R. Giboney with the City of Pauls Valley Code Enforcement Office10 , the building is currently not being used, except for occasional Washita Valley Museum and community purposes. The adjoining property to the east was platted as residential before the 1940s. In the mid 1940s, Pauls Valley residents began purchasing individual lots in order to create Wacker Park. Since the 1940s, amenities within Wacker Park have expanded rapidly, and the site now contains several recreational structures such as a pavilion, playground, football stadium, and basketball gym. The adjacent property to the west contains a small tributary of the Washita River and west of the tributary is a vacant field which has historically been used for agricultural purposes. According to a review of historic aerial photos, the adjacent property to the west has never changed uses or contained any structures. According to the Pauls Valley Code Enforcement Office, the land west of the small tributary is often referred to as a slough, or swamp-like area. Photos of adjacent properties can be located in Appendix C. 3.11 Environmental (Physical) Setting DEQ reviewed several sources to obtain information on the physical setting of the subject property and its surrounding areas. These sources include: The United States Department of Agriculture Garvin County Soil Survey, United States and Oklahoma Geological Survey, and the Federal Emergency Management Association. The purpose of reviewing the physical setting of the area is to evaluate the sensitivity of the hydrogeology to potential contamination from sources either on or near the site. 3.11.1 Surface Water Characteristics The elevation at the Pauls Valley Armory is approximately 872 feet msl, and the subject property is relatively flat. According to the USGS 7.5’ Quadrangle Topographical Map5 of Pauls Valley found in Appendix A, immediate drainage surrounding the armory appears to be to the west toward the small tributary directly behind the armory. Since a small tributary of the Washita River is located very close to the west side of the armory, it is important to note that proximate sections of the Washita River are in the Draft 2010 303(d) list of impaired water bodies (lead and turbidity) for the State of Oklahoma. This designation impairs the use of fish consumption and the warm water aquatic community. According to the Federal Emergency Management Agency (FEMA)11, the subject property is located adjacent to a special flood hazard area caused by the Washita River. This area is a Zone AE. According to the FEMA website, Zone AE is Phase I TBA Pauls Valley, Oklahoma Armory 15 within an area that could be inundated by a 100 year flood. Zone AE has a determined base flood elevation. The armory structure lies directly east of the flood boundary line. The armory, as well as the adjacent properties to the north, south, and east are outside of the flood hazard area. A map of this information is located in Appendix A. 3.11.2 Soil Characterization According to the Soil Survey of Garvin County, Oklahoma12 , the site consists of the Keokuk silt loam with 0 to 1 percent slopes. This deep, well-drained soil has a high available water capacity. Permeability is moderate, and subsurface runoff is slow. This soil is located on flood plains that are rarely flooded. The surface layer is a dark brown silt loam and is approximately 8 inches deep. The preceding layer is a reddish brown silt loam and is approximately 16 inches deep. The subsoil is red silt loam that extends to a depth of 48 inches. The underlying material is red, stratified very fine sandy loam to a depth of more than 80 inches. Most properties of this soil are favorable for building sites although this soil is subject to rare flooding. 3.11.3 Subsurface Geological & Groundwater Characteristics According to the Oklahoma Geologic Survey (Hydrologic Atlas 3 of the Ardmore and Sherman Quadrangles in Southern Oklahoma)13 , the underlying geology is composed of alluvium and terrace deposits of the Quaternary Age. The deposits are composed of gravel, sand, silt, and clay and include low terraces with a thickness about 25 to 100 feet. These deposits yield moderate to large amounts of water of poor to good quality along major rivers. The bedrock geology consists of bedrock from the Pennsylvanian, Upper Pennsylvanian period. It contains red-brown to gray Oscar Group Shale containing arkosic sandstone and limestone conglomerates near Arbuckle Mountains, Hart limestone at the base with a thickness of 300 to 500 feet, decreasing southeastward. This formation yields small to moderate amounts of water of poor to fair quality. According to the Oklahoma Geologic Survey (Hydrologic Atlas 3 of the Ardmore and Sherman Quadrangles in Southern Oklahoma) Alluvium and terrace deposits along the Washita River may be as thick as 85 feet and commonly have basal gravel. The largest reported yield is 1,200 gpm (gallons per minute) near Pauls Valley, Garvin County. Wells upstream from Pauls Valley generally yield 50 to 200 gpm, and wells downstream yield 10 to 100 gpm. Availability of Groundwater The chemical quality of the water is generally fair to good. This area is underlain by alluvium and terrace deposits along the Washita and Red Rivers and by the Chemical Quality of Ground Water Phase I TBA Pauls Valley, Oklahoma Armory 16 rocks Cretaceous age in the southeastern part of the area. Analyses of water samples show the dissolved-solids content of much of the water to range from 500 to 1,000 mg/l. Water from the area adjacent to the Washita and Red Rivers is of the calcium magnesium bicarbonate type, and water from the aquifers of Cretaceous age is generally of the sodium bicarbonate type. Water usually is suitable for most municipal and irrigation uses; however, because of the sodium content of water from the aquifers of Cretaceous age some application management may be necessary where this water is used to irrigate tight clayey soils. In November 1997, Caldwell Environmental installed four groundwater monitoring wells on the site as part of the Oklahoma Risk Based Corrective Action Tier 1/1A Report (ORBCA). As part of this process they determined ground water flow direction as well as groundwater elevations. The direction of ground water flow is to the northeast. The groundwater elevation was measured on 11/6/1997 at each of the four monitoring well locations: Well #1: 86.25 ft, Well #2: 86.23 ft, Well #3 86.19 ft, Well #4: 86.16 ft. The Ground Water Gradient Map can be found in Appendix B within the ORBCA Report. 3.11.4 Air Characteristics No air emissions or odors were noticed at the subject property or the adjoining properties during the site visit. The DEQ Data Viewer’s7 4.0 RECORDS REVIEW Air Quality layers were searched for air quality permitted facilities. Two air quality permitted facilities were located near the Pauls Valley Armory. Pauls Valley Tank Station (Facility ID 890) is located 0.24 miles northwest of the armory and its status is idle/seasonal. The Pauls Valley Tank Station (Facility ID 104) is located 0.44 miles southwest of the armory and its status is operational. A regulatory database search was conducted by the DEQ. This search included, at a minimum, those records and distances from the site dictated as appropriate in the ASTM standard. The DEQ performed a review of available federal and state databases to assess whether the subject property or proximate properties were listed as having environmental concerns, which could have an adverse impact on the subject property. The following provides a summary of the databases reviewed. Supporting documents from this section can be found in Appendix B. 4.1 Federal National Priorities List (NPL) The EPA database14 was searched for NPL sites near the subject property within the ASTM’s recommended search radius of one mile. The subject property is not a listed NPL site. There are no NPL sites reported within a one-mile radius of the subject property. Phase I TBA Pauls Valley, Oklahoma Armory 17 There is also an EPA database15 4.2 Federal CERCLIS List for delisted NPL sites, which ASTM requires to be reported within ½ mile of the subject property. No delisted NPL sites are within the ½ mile search radius. The EPA database for Comprehensive Environmental Response, Compensation and Liability Act Information System (CERCLIS)16 4.3 Federal RCRA CORRACTs List was searched for active and archived CERCLIS sites on and near the subject property. The ASTM’s recommended search radius of the subject property for both active and archived CERCLIS sites is ½ mile. No active or archived CERCLIS sites were found within ½ mile of the subject property. The EPA database17 4.4 Federal RCRA non-CORRACTS TSD List for Resource Conservation and Recovery Act (RCRA) facilities subject to corrective action was searched within the ASTM’s required minimum distance of one mile of the subject property. There are no RCRA CORRACT facilities within the one-mile radius of the subject property. The EPA database17 & 18 4.5 Federal RCRA Generators List for RCRA facilities not subject to corrective action was searched within the ASTM’s required minimum distance of ½ mile of the subject property. No RCRA non-CORRACT Treatment, Storage and Disposal (TSD) sites are within the ½ mile radius of the subject property. The EPA RCRA Notifiers database19 4.6 Federal ERNS List was searched for RCRA generators within the ASTM’s required minimum search distance of the subject property. The minimum distance is the property and adjoining properties. The subject property did not have any RCRA Notifiers or generators. There are no RCRA Notifier facilities on any of the adjacent properties. The Emergency Response Notification system (ERNS)20 4.7 Federal Institutional Control/Engineering Control Registries maintained by the National Response Center was searched for any hazardous substance releases or spills within the subject property. ASTM requires a minimum search distance of the property only when identifying ERNS cases. No ERNS sites were reported within the property or the adjoining properties. There are no known Federal Institutional Controls/Engineering Controls on the subject property according to the representatives of the subject property. Phase I TBA Pauls Valley, Oklahoma Armory 18 4.8 State-Equivalent NPL DEQ does not have a State-equivalent NPL database. Oklahoma does not have a State Superfund law to establish a State-equivalent NPL database. 4.9 State-Equivalent CERCLIS DEQ does not have a State-equivalent CERCLIS database. 4.10 State Landfill and / or Solid Waste Disposal Sites DEQ regulates landfills and solid waste disposal sites across the State of Oklahoma. State landfills and solid waste disposal facilities were searched in the DEQ database21 4.11 State Leaking UST List within the ASTM required minimum distance ½ mile from the subject property. No permitted landfills or solid waste disposal facilities are located within the search distance of the subject property. The Oklahoma Water Resources Board’s Custom Map Viewer22 was searched to locate any known leaking underground storage tanks (LUSTs) sites located within the ASTM’s minimum search distance of a ½ mile of the subject property. One LUST site is listed within the ½ mile radius. The OWRB map can be found in Appendix B. According to the OWRB Map Viewer, the Pauls Valley Armory site contained one leaking underground storage tank. The tank was located at the southeast corner of the armory building and was used to store gasoline. According to the OWRB database, the UST was installed on 12/31/1952 and was last used in 1982. A fuel release was discovered when a 1,000-gallon steel UST was removed from the site on 9/24/97 by Caldwell Environmental, Inc. At least one dime sized hole was found in the south end of the tank. According to the October 1997 Initial Response and Initial Abatement Report prepared by Caldwell Environmental (found in Appendix B), two samples of native soil were collected from the UST excavation site, sample A and B. Sample A was collected approximately 5 feet below the north end of the UST and sample B was collected approximately 6 feet below the south end of the UST. The analytical results were received by Caldwell Environmental, Inc. on October 2, 1997. Ethylbenzene (46 mg/kg), toluene (84 mg/kg), xylenes (274 mg/kg), and volatile TPH (1,670 mg/kg) were reported above OCC action levels in Sample B. The actual results can be found in the October 1997 Initial Response and Initial Abatement Report prepared by Caldwell Environmental for the Oklahoma Military Department, which is located in Appendix B. A confirmed petroleum release was reported to the Oklahoma Corporation Commission by Caldwell Environmental Associates, Inc. on 10/3/97. The Oklahoma Risk Based Corrective Action Tier 1/1A report analysis also conducted by Caldwell Environmental found that only construction workers, currently and in the foreseeable future, could potentially be exposed to vapors from impacted subsurface soil in the immediate area of the former UST. Four groundwater monitoring wells were installed on site on November 6, 1997. The wells were sampled on the same date. The ground water analytical results were reported below laboratory detection limits. The results can be found in the October 2000 Final Closure Report prepared by Caldwell Environmental for the Oklahoma Military Department which is located in Appendix B. According to the OWRB map data, the tank status is “permanently out of use” and the case status is “closed.” The tank ID number is 2505778. The excavated UST was taken to Washita Pipe & Steel in Chickasha, Oklahoma to be recycled. A certificate of destruction can be found in the November 1997 UST Closure Report prepared by Caldwell Environmental, Inc. for the Oklahoma Military Department. 4.12 State Registered UST Sites The Oklahoma Corporation Commission Petroleum Storage Tank Public Terminal Database23 was searched to locate registered USTs located within the ASTM’s minimum search distance of the subject property and its adjoining properties. The Pauls Valley Armory owned and operated one 1,000 gallon steel, single-walled underground storage tank which was installed on 12/31/1952. The tank contained gasoline.The UST by the name of “Brtry A 1/160 Fa” with the Tank Identification number of 2505778 was located at the southeast corner of the armory building and has been out of service since 1982. On September 24, 1997, the UST was removed and destroyed on site by Caldwell Environmental Associates, Inc. According to the OWRB map data, the tank status is “permanently out of use” and the case status is “closed.” The tank ID number is 2505778. Also according to the OCC Database, three additional tanks were located near the Pauls Valley Armory. A gas station named “Oklahoma Outpost” owned by EZ Serve, Inc. had three single-walled steel USTs installed on 3/5/1981. The tanks were for retail use. Two of the tanks contained gasoline and the third contained diesel. Tank #1 is 10,000 gallons, Tank #2 is 8,000 gallons, and Tank #3 is 6,000 gallons. The tank ID number is 2500697. The three USTs were removed on 6/21/1994 by DETSCO, Inc. Four soil Phase I TBA Pauls Valley, Oklahoma Armory 20 samples were taken at the time of removal and the OCC determined that the facility did not exceed OCC action levels. The facility is considered “closed” by the OCC. 4.13 State Institutional Control/Engineering Control Registries The DEQ institutional control database map was searched to indicate if the site has any institutional controls. There are no known State Institutional Controls/Engineering Controls in effect for this property. 4.14 State Voluntary Cleanup Sites The DEQ Voluntary Cleanup Program (VCP) database24 and the DEQ Dataviewer7 4.15 State Brownfield Sites were searched for VCP sites within the required ASTM search distance of ½ mile of the subject property. No VCP sites are located on or within ½ mile of the Pauls Valley Armory. Map located in Appendix B. The DEQ Brownfield Public Record database25 4.16 Oil and Gas Records was searched for Brownfield sites within the required ASTM search distance of ½ mile of the subject property. No Brownfield sites are located on or within ½ mile of the Pauls Valley Armory. DEQ determined that the subject property has the legal description of SE SE SE NE of Section 7, Township 3 North, Range 1 East. DEQ performed a search of oil and gas records using the Oklahoma Corporation Commission’s Oil & Gas Web Applications website26 . Sections 7 and 8 in Garvin County were searched since the armory site is located very close to the border of the two Sections. DEQ also searched Garvin County land records at the Garvin County Clerk’s Office. Records are located in Appendix B. The results of the search are listed below: 1. O’Connor, Status: Plugged & Abandoned (dryhole), Drilling Finished on 4/15/76, Plugged on 4/15/76 Section 8, Township 3 North, Range 1 East 5.0 SITE RECONNAISSANCE AND INTERVIEWS 5.1 Methodology and Limiting Conditions A site reconnaissance of the subject property, located at 1001 North Ash Street, was performed on 5/23/2011. Savannah Richards and John Reid of the ODEQ met Bud Ramming, Garvin County Emergency Management Director; John Mann, Garvin County Commissioner; and Kenneth Holden, Garvin County Commissioner at the property. Sergeant Barry Waldrop, who previously worked at the armory, was scheduled to be present at the site visit; however, he was absent. He was interviewed at a later date via email and phone27 . The interview form can be found in Appendix C. Mr. Ramming and Mr. Mann introduced Savannah Richards and John Reid to the site and answered questions to the best of their knowledge. Mr. Ramming led Richards and Reid inside the building and gave his knowledge regarding the former use of the building and property and past activities that occurred onsite. All areas of the building were observed noting any environmental conditions that might need additional investigation. The outside area of the subject property was examined thoroughly for observations that might need additional investigation. 5.2 General Site conditions The Pauls Valley Armory was constructed in 1950. The building was empty with the exception of several County Vehicles that were being stored in the Drill Floor room. The armory is in fairly good condition with the exception of the roof of the Shop/FMSC Motorpool room, which is leaking. The following are general site conditions that were investigated on the subject property. No ASTs are on the subject property or adjacent properties. Aboveground Storage Tanks (ASTs) No landfills, dumping, or disturbed soil was found on the subject property. Landfills and/or Dumping No impoundments are on the subject property and the adjacent properties. The adjacent property to the north is the former drinking water treatment plant for the City of Pauls Impoundments Phase I TBA Pauls Valley, Oklahoma Armory 22 Valley. During the site visit, the interior former plant was not accessible due to the presence of a security gate. There may be impoundments on this adjacent property. No monitoring wells are currently present on the subject property or adjacent properties. However, in October 1997, four soil borings were drilled on the armory property, and four monitoring wells were installed. All groundwater analytical results were reported below laboratory detection limits. The wells were properly plugged according to OWRB regulations on 9/19/00. According to the Oklahoma Water Resources Board Custom Map Viewer Monitoring Wells 22 , there are eight monitoring wells within ½ mile of the Pauls Valley Armory located within Sections 7 and 8, Township 3 North, Range 1 East. The armory is located very close to the boundry line of the two sections. All the wells within a ½ mile of the armory are located south of the Armory. 1. Well Owner: Oklahoma National Guard, Well ID: 65327, Date well or boring was completed: 11/6/97, Use of well: Site Assessment, Hole diameter 6.5 in to a depth of 14 ft Section 7, Township 3 North, Range 1 East: No disturbed and/or stained soils were observed at the subject property. There was no stressed vegetation of concern. Disturbed and Stained Soils Phase I TBA Pauls Valley, Oklahoma Armory 23 No seeps of any kind were observed at the subject property. Seeps No chemical spills were observed at the subject property at the time of the site visit. Chemical Spills No farm waste was observed at the subject property. Farm Waste No evidence of pesticide misapplications were detected during the site visit. Known Pesticide Misapplication No discharges and/or runoff were observed from any of the adjacent properties that would affect the subject property at the time of the site visit. However, the adjacent property to the west of the armory is a small tributary of the Washita River. The small water body is located approximately 350 feet west of the armory. There was no visible water in the creek at the time of the site visit, although the creek bed was heavily vegetated. There were small berms constructed near the banks of the creek (west side of the armory) to prevent flooding in the direction of the Armory. Discharges and Runoff from Adjacent Property Affecting the Site No petroleum products were located inside the Armory or on the premises of the subject property at the time of the site visit. Petroleum Products Since many of the State armories were built before the 1970s, there is a high potential of finding asbestos containing material (ACM) in the armory buildings. The U.S. began banning the use of asbestos in most building products in the 1970s due to studies confirming the harmful health effects caused by exposure to airborne asbestos. ACM may be found in the insulation wrapping of the heating pipes and/or heaters, roofing materials, ceiling tiles, window putty, mastic, and floor tiles. Floor tiles that are 9 x 9 inches have been found to usually contain ACM. Asbestos The building may contain ACM. In the east Classroom there is exposed yellowish brown mastic on the floor where tile flooring was removed. Potential/suspect ACM insulated pipe was found throughout the armory in the following locations: • Closet at the north end of the hallway attached to wall and above ceiling tiles • FDC room on west side of hallway located above ceiling tiles • NBC room on west side of hallway above ceiling tiles • Latrine #1 above ceiling tiles and latrine #2 attached to ceiling • Kitchen above water heater and furnace • Wall of drill floor room • Roofing material of drill floor room Phase I TBA Pauls Valley, Oklahoma Armory 24 The insulated piping can be found throughout the armory above the ceiling tiles. The areas of concern listed above were visible due to missing ceiling tiles or because the piping was attached to a wall. Lead-based paint was commonly used until 1978, when its use in residential paints was restricted in the United States. It is unknown if the paint inside the building contains lead. Suspect lead-based paint was located in several locations throughout the armory. Potential/suspect lead-based paint was found in the following locations: Lead-Based Paint • Hallways and classrooms in the armory contained red and yellow paint details • Peeling cream colored paint on ceiling of latrine #1 • Peeling cream colored paint on ceiling of storage room • Peeling brown/tan paint on drill floor room garage doors • Peeling cream/tan paint on windows in the shop/FMSC motorpool • Peeling and chipping red paint located above armory entrance (east side of building, outdoors) • Peeling yellow and tan outdoor paint on windows (south side of building) No mercury or mercury containing products or equipment were found at the armory during the site visit. Mercury One transformer was located near the road in front of the armory by the southeast corner of the building. The transformer is in good condition with no signs of leaking PCBs. No markings were observed on the exterior of the transformer. Transformers/PCB Equipment 5.3 External Observations The exterior of the armory is in fairly good condition. A large portion of the west side of the building is fenced with chain link (area behind the Shop/FMSC Motorpool). The fenced in area is mostly gravel and weeds and was previously used as a vehicle compound. A gate is located on the north side of the fenced area. Chipped and peeling paint was found on several exterior windows (south side of building) and building trim (above entrance) that could potentially be lead-based. No stressed vegetation or stained soils were found on the subject property. Photographs of the external view of the site can be found in Appendix C. 5.4 Internal Observations The Pauls Valley Armory is a one story building and is approximately 9,880 square feet and sits on approximately two acres. The building was mostly empty with the exception of several County vehicles that were being stored inside the Drill Floor room. The roof of the Shop/FMSC Motor Pool room was in poor condition and has a leak. At the time of the site visit, there was a small puddle in the center of the Shop/FMSC Motor Pool. Phase I TBA Pauls Valley, Oklahoma Armory 25 There are several recognized environmental conditions inside the building that may need additional investigation. The potential asbestos containing materials (insulated piping) and areas that potentially contain lead-based paint (window sills, ceilings, and walls) warrant further investigation. There is also a radiation sign on the door used to enter the Drill Floor room (at south end of hallway). During the site visit no one was sure what radioactive materials were stored within the armory. Photographs of the internal view of the site can be found in Appendix C. 5.5 Interviews The site visit took place on 5/23/11. During the site visit, the following people were present: Bud Ramming, Garvin County Emergency Management Director; John Mann, Garvin County Commissioner; and Kenneth Holden, Garvin County Commissioner. None of these people had previously worked within the armory. However, they were all fairly familiar with the site’s history. Ramming indicated that he did not believe that the piping insulation in the armory contained asbestos based on the age of the armory, although he never worked within the armory, and I would not consider him to have specialized knowledge about the site. He also indicated that he did not believe the paint to be lead-based. Sergeant Barry Waldrop, who previously worked at the armory in facility maintenance, was scheduled to be interviewed during the site visit; however, he was absent. He was interviewed on 6/14/2011 via email and phone27 . His interview did not reveal any new environmental concerns associated with the property. Pauls Valley Historian, Adrienne Grimmett, was consulted many times throughout the completion of this report9 . Although she had never worked in the armory, she had a wealth of information about the adjacent properties and the site’s history. She provided most of the adjacent property information, and she provided a written, early historical account of the Pauls Valley Armory, which can be found in Appendix E. Adrienne was aware of the presence of an underground storage tank on the site. She indicated that it may have been removed, which was consistent with the Oklahoma Corporation UST Database search. City of Pauls Valley Code Enforcement Officer J.R. Giboney10 6.0 FINDINGS was also consulted to uncover information about the history of the armory and adjacent properties. His information was consistent with the information provided by Adrienne Grimmett, however; Giboney’s recollection of the site’s history was taken mostly from memory and personal account. Summarized below are the major findings from this Targeted Brownfield Assessment and DEQ’s recommendations. The major findings of the highest environmental concern are presented first. Site photos can be found in Appendix C. Phase I TBA Pauls Valley, Oklahoma Armory 26 • A Radiation Sign is located at the south end of the hallway on the door leading into the Drill Floor. During the site visit, none of the representatives from the County were aware of the radioactive materials that may have been stored at the site. • Potential asbestos containing materials (ACM) were observed throughout the armory in the form of insulated piping, roofing materials, and window sealant. Below are specific areas of concern within the armory: • Insulated piping in closet at the north end of the hallway attached to wall and above ceiling tiles • Insulated piping in FDC room on west side of hallway located above ceiling tiles • Insulated piping in NBC room on west side of hallway above ceiling tiles • Insulated piping in latrine #1 above ceiling tiles and latrine #2 attached to ceiling • Insulated piping in Kitchen above water heater and furnace • Insulated piping on wall of drill floor room • Potential ACM in roofing of drill floor room • Potential ACM in window sealant in the Shop/FMSC Motorpool • Potential ACM mastic on the floor in the classroom where tile was removed • Potential lead-based paint was observed throughout the armory in the following locations: • Hallways and classrooms in the armory contained red and yellow paint details • Peeling cream colored paint on ceiling of latrine #1 • Peeling cream colored paint on ceiling of storage room • Peeling brown/tan paint on drill floor room garage doors • Peeling cream/tan paint on windows in the shop/FMSC motorpool • Peeling and chipping red paint located above armory entrance (east side of building, outdoors) • Peeling yellow and tan outdoor paint on windows (south side of building) • Former Leaking Underground Storage Tank The Pauls Valley Armory site contained one leaking underground storage tank. The tank was located at the southeast corner of the armory building and was used to store gasoline. According to the OWRB database, the UST was installed on 12/31/1952 and was last used in 1982. A fuel release was discovered when a 1,000-gallon steel UST was removed from the site on 9/24/97 by Caldwell Environmental, Inc. According to the October 1997 Initial Response and Initial Abatement Report prepared by Caldwell Environmental (found in Appendix B), two samples of native soil were collected from the UST excavation site. A confirmed petroleum release was reported to the Oklahoma Corporation Commission by Caldwell Environmental Associates, Inc. on 10/3/97. The Oklahoma Risk Based Corrective Action Tier 1/1A report analysis also conducted by Caldwell Environmental found that only construction workers could potentially be exposed to indoor vapors from impacted subsurface soil in the immediate area of the Phase I TBA Pauls Valley, Oklahoma Armory 27 former UST. Four groundwater monitoring wells were installed on site on November 6, 1997. The wells were sampled on the same date. The groundwater analytical results were reported below laboratory detection limits. The results can be found in the October 2000 Final Closure Report prepared by Caldwell Environmental which is located in Appendix B. According to the OWRB map viewer data, the tank status is “permanently out of use” and the case status is “closed.” • Records Review Findings • No National Priorities Listed or de-listed sites within ½ mile of the armory • No active or archived CERCLIS sites were found within ½ mile of the armory • No RCRA CORRACT facilities within the 1 mile radius of the armory • No RCRA non-CORRACT Treatment, Storage and Disposal (TSD) sites are within ½ mile of the armory • No RCRA Notifier facilities or generators on the armory property or its adjoining properties • No Emergency Response Notification System (ERNS) sites (hazardous substance releases or spills) reported on the armory property or on adjoining properties • No known Federal Institutional Controls/Engineering Controls on the subject property • No known Federal Institutional Controls/Engineering Controls are located on the property • No permitted landfills or solid waste disposal facilities are located within ½ mile of the armory • Two State Registered UST Sites were located within the search distance of the subject property and adjacent property using the Oklahoma Corporation Commission’s Petroleum Storage Tank Public Terminal Database. 1. The Pauls Valley Armory owned and operated one 1,000 gallon steel, single-walled underground storage tank which was installed on 12/31/1952. The tank contained gasoline. The UST by the name of “Brtry A 1/160 Fa” with the Tank ID of 2505778 was located at the southeast corner of the armory building and has been out of service since 1982. On September 24, 1997, the UST was removed by Caldwell Environmental Associates, Inc. According to the OWRB map data, the tank status is “permanently out of use” and the case status is “closed.” The tank ID number is 2505778. 2. Three additional tanks were displayed on the OCC Map Viewer as being adjacent to the Pauls Valley Armory. A gas station named “Oklahoma Outpost” owned by EZ Serve, Inc. had three single-walled steel USTs installed on 3/5/1981. The tanks were for retail use. Two of the tanks contained gasoline and the third contained diesel. Tank #1 is 10,000 gallons, Tank #2 is 8,000 gallons, and Tank #3 is 6,000 gallons. The tank ID number is 2500697. The three USTs were removed on 6/21/1994 by DETSCO, Inc. Four soil samples were taken at the time of removal and Phase I TBA Pauls Valley, Oklahoma Armory 28 the OCC determined that the facility did not exceed OCC action levels. The facility is considered “closed” by the OCC. • There are no known State Institutional Controls/Engineering Controls in effect for this property • No Voluntary Cleanup Program sites are located on or within ½ mile of the armory • No Brownfield sites are located on or within ½ mile of the armory • The DEQ performed a search of oil and gas records using the Oklahoma Corporation Commission’s Oil & Gas Web Applications website of Sections 7 and 8 in Garvin County. One well was located in Section 8 and five were located in Section 7. 7.0 OPINION AND RECOMMENDATIONS Based on the findings of this assessment, DEQ recommends that additional investigation be conducted to evaluate areas of the property that may need future clean-up and remediation. Areas of additional evaluation consist of the following: • Further investigation of the Radiation Sign located at the south end of the hallway on the door leading into the Drill Floor should be conducted by the DEQ Radiation Team. During the site visit, none of the representatives from the County were aware of the radioactive materials that may have been stored at the site. • Potential asbestos containing materials (ACM) are located throughout the armory in the form of insulated piping, roofing materials, and window sealant/putty. Below are specific areas of concern within the armory that warrant asbestos testing: • Insulated piping in closet at the north end of the hallway attached to wall and above ceiling tiles • Insulated piping in FDC room on west side of hallway located above ceiling tiles • Insulated piping in NBC room on west side of hallway above ceiling tiles • Insulated piping in latrine #1 above ceiling tiles and latrine #2 attached to ceiling • Insulated piping in Kitchen above water heater and furnace • Insulated piping on wall of Drill Floor room • Potential ACM in roofing of Drill Floor room • Potential ACM in window sealant in the Shop/FMSC Motorpool • Potential ACM mastic on the floor in the Classroom where tile was removed • Potential lead-based paint is located throughout the armory. The following locations warrant lead-based paint testing: • Hallways and classrooms in the armory contained red and yellow paint details Phase I TBA Pauls Valley, Oklahoma Armory 29 • Peeling cream colored paint on ceiling of Latrine #1 • Peeling cream colored paint on ceiling of Storage Room • Peeling brown/tan paint on Drill Floor garage doors • Peeling cream/tan paint on windows in the Shop/FMSC motorpool • Peeling and chipping red paint located above armory entrance (east side of building, outdoors) • Peeling yellow and tan outdoor paint on windows (south side of building) 8.0 DATA GAPS Section 3.2.20 (ASTM 1527-05)4 defines a data gap as “a lack or inability to obtain information required by the practice despite good faith efforts of the environmental professional to gather such information.” The following data gaps were found while conducting this report: • No information was located regarding the radiation sign located on the entrance to the Drill Floor. • The interview with Barry Waldrop, former facility maintenance worker, did not reveal any additional information regarding the site. Furthermore, in the interview questionnaire located in Appendix C, he stated that sand from the firing range was used for an unknown purpose. It was later confirmed via email that there has never been a firing range at the Pauls Valley Armory, and that he was mistaken. There is no record or evidence of a firing range within the Pauls Valley Armory property. • When researching the State Registered Underground Storage Tanks at the Oklahoma Corporation Commission, three additional USTs showed up on the OCC map viewer as being adjacent to the armory. However, the registered address for the “Oklahoma Outpost” USTs is 5 ½ mi. E. Highway 19 in Pauls Valley. Highway 19 is located, at the closest, 0.65 miles south of the armory. Although these tanks showed up as being adjacent to the armory on the OCC dataviewer, it is believed that these USTs are not actually located on a property adjacent to the armory, but somewhere along Highway 19 over ½ mile south of the armory. • The adjacent property to the north of the armory is the former Pauls Valley drinking water treatment plant. During the site visit, access to this property was prohibited due to the presence of a security fence. It is unclear if any impoundments or chemical storage exists within the boundary of this adjacent site. The representatives for Garvin County DEQ Environmental Complaints and Local Services (Ada, OK DEQ Office) were contacted through email about potential and past environmental concerns surrounding the former plant on 6/21/11, and no response was received prior to the submission of this report. Phase I TBA Pauls Valley, Oklahoma Armory 30 9.0 CONCLUSIONS DEQ has performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E 1527-05 of property located [1001 North Ash Street, Pauls Valley, Oklahoma]. Any exceptions to, or deletions from, this practice are described in Section [10.0] of this report. This assessment has revealed no evidence of recognized environmental conditions in connection with the property except for the following: the radiation sign observed on entrance of Drill Floor room, potential asbestos containing materials and lead-based paint observed throughout the armory building, and the former leaking underground storage tank belonging to the armory (which has been removed and assigned “closed” by Oklahoma Corporation Commission). The information provided in this assessment is to assist Garvin County in its revitalization planning as well as meet the All Appropriate Inquiry requirement of the landowner liability protections under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA, better known as Superfund) 2, as provided in the Small Business Relief and Brownfield Revitalization Act of 2002 (Public Law 107-118, Subtitle B) 3 10.0 ADDITIONAL SERVICES . Mrs. Mallory has nine years experience in environmental sampling and remediation. She is an Environmental Programs Specialist with the Land Protection Division of the Oklahoma Department of Environmental Quality. Her responsibilities include: project management of various Voluntary Cleanup sites across the state, NEPA coordinator for the Tar Creek voluntary buyout of residents, conducting and reviewing Targeted Brownfield Assessments, serving on agency-wide GIS policy making committee, and training DEQ Land Protection Division staff on GPS receivers. Qualifications of Environmental Professionals Savannah Richards holds a Bachelors Degree in Environmental Science from Oklahoma State University and a Masters Degree in Regional and City Planning from the University of Oklahoma. Mrs. Richards has sampling and field work experience from her previous work at Oklahoma State University in the Environmental Soil Chemistry & Analytical Laboratory and her internship at HNTB Corporation in Dallas, Tx where she worked as an Environmental Planning Intern. She is an Environmental Intern for the Brownfields Unit within the Land Protection Division of the Department of Environmental Quality. Her responsibilities include performing Targeted Brownfield Assessments, creating GIS maps for various projects, and assisting with field work and sampling. |
